An employee in this classification is responsible for supervising operators and laborers involved in the repair and maintenance of the sanitary and storm sewer collection systems within the City limits. The General Foreman is directly responsible for the completion of all repair and maintenance activities performed by several groups of operators and laborers. The employee is responsible for the direction of work and manner of accomplishment of the departmental staff. The General Foreman reports directly to the Collection Systems Superintendent.
Minimum Qualifications
Graduation from high school; advanced courses in management, operations, and administration from a college or technical school are highly desirable; or an equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities. Must possess a valid Operator's License issued by the state.

Knowledge of the City of Canton geographical areas. Knowledge of the policies and procedures involved in equipment management. Ability to coordinate all activities as needed for the completion of work assignments. Ability to prepare technical and administrative reports. Ability to analyze situations and develop workable solutions. Ability to present ideas effectively verbally and in writing. Ability to establish and maintain effective working relationships with elected officials, department heads, City employees, other agencies, and the general public.

Performs supervisory, managerial, and administrative functions within the sewer collection system as described above in the General Statement of Duties.
Description of Work

Is responsible for supervising the operators and laborers involved in the repair and maintenance of the City of Canton sanitary and storm sewer collection systems.
Supervises personnel involved in performing such tasks as patching; brickwork; catch basin repair; daily storm and sanitary reparation and cleaning; culvert installation, cleaning, and repair; cleaning and maintenance of lift stations; inspects work assignments in process and upon completion. Assists in the repair and maintenance of lift stations and repair of equipment. Evaluates situations involving personnel, equipment availability, and weather conditions to determine work priorities and makes assignments to personnel accordingly. Drives vehicles to locations where crews are working to observe employees and to provide direction and ensure that tasks are being completed in an efficient manner. Routinely inspects conditions of lift stations and sewers to monitor operation and upkeep.
Is responsible for performing administrative tasks related to the supervision of personnel.
Completes reports of daily work completion and paperwork for personnel.
Meets with the Superintendent to discuss work being completed and to establish priorities of the department. Determines materials and supplies needed for completion of tasks and recommends purchase of equipment and supplies such as vehicles, sewer pipes, gravel, and miscellaneous supplies. Maintains department's inventory of equipment and supplies in accordance with the City's procedures. Reviews specifications for contracted items needed in the department. Assists the Superintendent in the hiring, termination, discipline, and performance evaluation of employees. Trains and counsels subordinate employees.
Implements policies and procedures established by the administration. Identifies problems and potential problems, and recommends solutions to senior management. Provides detailed information and guidance to employees in personnel matters. Resolves employee complaints, grievances, and discipline according to the appropriate collective bargaining agreement and/or the City's policies and procedures.
Handles confidential materials such as personnel files and financial information.
Prepares and maintains records and reports delineating the duties of the job.
Coordinates efforts and communicates with various other departments as required to achieve the goals/objectives of the department.
Must be available after normal hours in the event that certain services are needed.
May occasionally discuss operational and departmental problems with managers of other City organizations, employee groups, and individual employees. Communicates with citizens in the discussion of problems relating to sewers and determines appropriate courses of action in response to complaints and consistent with City policies, ordinances, and guidelines.
Supervises staff activities on a daily basis. Is responsible for the direction of work and manner of accomplishment of the departmental staff. Trains subordinate employees.
