Job Purpose:
- Demonstrate a knowledge of a range of construction contractual arrangements and their capacity to deliver large scale capital programmes with an emphasis on partnering contracts
- To contribute to the planning, procuring, management and delivery of Capital Work programme while undertaking research on complex issues, translating strategies and policies into operating principles and recommending course of action or changes to policies and procedures across the organisation. They will also participate in organisational wide continuous improvement initiatives aimed at improving overall service offering.

Key Accountabilities:
|
|
|
|
Provide strategic and management support to the Head of Property Services in the strategic planning, management and implementation of Capital Works Programme ensuring that the services provided are of the highest quality. |
|
|
To deputise for the Head of Property Services when required. |
|
|
To support the Head of Property Services in the global budget management of the Capital Works Programme and capital programmes.
|
|
|
Contribute to the enhanced value of the asset, its suitability for future use both in terms of demand and sustainability and the extent to which working with the customer we better understand the changing nature of excellence and value.
|
|
|
Evaluating the performance of suppliers, contractors, consultants, and other delivery partners on a regular basis to ensure regulatory targets are met, quality of workmanship and service is maintained and a “value for money” service is provided through the Capital Works contract and delivery team. |
|
|
Ensuring the Asset Management delivery programme and the department’s response is prioritised according to risk.
|
|
|
To work closely with the Head of Property Services to ensure effective integration of internal/external resources and strategic direction for the organisation as the Capital Work schemes intensify. |
|
|
To contribute to the development and implementation of the Capital Works programme strategies that will optimise service delivery to residents. To develop The Better Neighbourhood and Capital Works programmes with residents with specific reference to embedding the THH External /Capital Works Standard. |
|
|
To work closely with the THH senior management team and to provide timely and relevant reports to the Board. |
|
|
To ensure the effective management of the Capital Works Contactors and Project Management Consultants in accordance with contract standards and industry best practice including developing and implementing performance and reporting governance structures. |
|
|
Develop partnerships with other Council departments, contractors’ public sector organisations and the community and voluntary sectors to help bring about sustainable communities across the borough through the development of policies and ways of working designed to ensure that all contractors maximise their positive impact at a local level. |
|
|
To promote a positive image of Tower Hamlets Homes and represent the organisation at local and national level, attending and presenting at such conferences, seminars and working parties as may be required. |
|
|
Carry out other reasonable ad hoc duties to support the Directorate which are commensurate with the expectation of the post as directed by the line manager or the Head of Service. |
