The Risk Manager is responsible for leading and overseeing Mono County's comprehensive risk management program, protecting the County's people, property, financial resources, and operations. Reporting to the County Administrative Officer, this position manages the County's liability, workers' compensation, safety, insurance, and enterprise risk management programs while developing proactive strategies to reduce organizational risk and ensure regulatory compliance. The Risk Manager works collaboratively with County departments, legal counsel, insurance carriers, brokers, and third-party administrators to investigate claims, manage litigation, implement safety initiatives, negotiate insurance coverage, and promote a culture of risk awareness across the organization. This position plays a key leadership role in safeguarding County operations while balancing fiscal responsibility, employee safety, and public service.

The County Administrative Office provides leadership and strategic support for County operations, working alongside departments to deliver efficient, accountable, and high-quality public services. The Risk Management program serves as a trusted resource to every County department by helping identify and mitigate risks, promoting workplace safety, managing insurance and claims programs, and ensuring compliance with applicable laws and regulations.

As a rural county serving diverse communities across California's Eastern Sierra, Mono County offers the opportunity to make a meaningful impact across a wide range of services. The Risk Manager partners with department leaders, County Counsel, elected officials, employees, and external agencies to develop practical solutions that protect County assets while supporting departments in carrying out their missions. Ideal Candidate


The ideal candidate is a strategic and collaborative leader with a strong background in public sector risk management, workers' compensation, insurance administration, and occupational safety. They possess the ability to evaluate complex risks, analyze claims and loss data, interpret laws and insurance policies, and develop practical solutions that balance organizational objectives with sound risk management practices. Experience implementing enterprise risk management principles and leading countywide safety and loss prevention initiatives is highly valued.


This individual is an effective communicator who can build trusted relationships with elected officials, department heads, employees, legal counsel, insurance professionals, and outside agencies. They are comfortable presenting recommendations to executive leadership and the Board of Supervisors, negotiating with carriers and third-party administrators, and navigating sensitive or high-profile claims with professionalism and discretion.

The successful candidate is organized, analytical, and proactive, with excellent judgment and political awareness. They thrive in a dynamic environment where priorities can shift quickly, while maintaining attention to detail, confidentiality, and exceptional customer service. Mono County, Located in California’s Eastern Sierra

Mono County is a rural region with a dynamic community of 13,000 residents located in the eastern side of California’s Sierra Nevada range. Development is increasing in the area due to the consistent growth of the town of Mammoth Lakes. Known as “California’s Great Beyond” this natural playground offers a complete range of amenities and activities making it an ideal place to live and work. Enjoy fine shops, restaurants, and cafes. TRAINING AND EXPERIENCE

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

  1. Bachelor’s Degree from an accredited college or university in Public Administration, Business Administration, Risk Management, Occupational Health, Safety, Industrial Engineering or related field and three (3) years of experience administering occupational health and safety, risk management, workers’ compensation and/or similar programs. 
  2. Experience in a public agency setting is highly desirable. 
  3. Training courses in claims adjustment may be substituted on an hour-for-hour basis for up to six months of the required experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. 
  4. Experience in a public agency setting is highly desirable.

SPECIAL REQUIREMENTS

Possession of a valid driver's license. Professional certifications such as ARM, CPCU, AIC, or CSP are highly desirable.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods, frequently stand, and walk; normal dexterity and hand-eye coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, copiers and FAX; ability to operate an automobile.
