Description
The Contractor will:
- Support procurement planning and strategy development
- Prepare statements of work, evaluation criteria, and procurement documentation for Task- Based Informatics Professional Services (TBIPS) and other procurement vehicles
- Provide advice on procurement approaches, risks, and trade offs
- Help determine appropriate procurement mechanisms, including task-based contracts,
- standing offers, supply arrangements and competitive RFP’s
- Support governance processes and compliance with government of Canada procurement policies and departmental requirements
- Collaborate with businesses, IT, procurement, and project stakeholders to ensure procurement activities support approved business outcomes and delivery timelines
TASKS
- The Contractor will perform tasks including the following:
- ▪ Procurement planning and strategy development: Support the development of procurement strategies aligned with approved business cases, investment authorities, delivery timelines, and risk profiles, ensuring procurement approaches directly support program and digital outcomes.
- ▪ Selection of procurement vehicles: Help determine appropriate procurement mechanisms (g., task-based contracts, standing offers, supply arrangements, RFPs, cloud-aligned methods of supply) based on scope, value, and delivery needs.
- ▪ Procurement support activities: Support procurement activities, including drafting statements of work, evaluation tools, and supporting documentation, under the direction of departmental authorities. in accordance with GC policies, directives, and delegated authorities.
- ▪ Governance and compliance support: Support compliance with policy, trade agreement, and governance requirements and assist approvals and oversight bodies with clear documentation and rational
- ▪ Stakeholder collaboration: Engage, as required, with business, IT, project, and procurement teams to align procurement activities with program objectives, delivery phasing, and architectural or digital standards.
- Office space may be provided by DFATD at 200 Promenade du Portage, Gatineau, QC Otherwise, work may be performed remotely within the National Capital Region.

The bidder must demonstrate using detailed project descriptions that the proposed resource has a minimum of five (5) years of experience, providing senior-level policy, program, and advisory support within complex public-sector environment(s). This experience must include supporting high complexity* or high-risk initiatives, and providing analytical judgement, options analysis, and advisory support to senior management related to the contracting matters of professional services.
*High complexity and high risk in a multi-year IM/IT are characterized by evolving policy and security requirements, sensitive personal data handling, and significant uncertainty in scope, stakeholders and technology. |

The bidder must demonstrate using detailed project descriptions a minimum of five (5) years of experience providing senior-level advisory and analytical support for *complex digital modernization initiatives, including the preparation of procurement-related documentation (e.g., Statements of Work, evaluation tools, and supporting materials) and administrative support to departmental officials throughout solicitation and contract management processes for Information Management/Information Technology (IM/IT) procurements.
