Overview
The HSE Manager will be responsible for leading, implementing, and continuously improving all Health, Safety, and Environmental (HSE) functions across the RCRC Bridges Project. The role will provide strategic leadership and operational oversight to ensure that all bridge and infrastructure construction activities are executed in compliance with project requirements, RCRC standards, Saudi Arabian regulations, and international best practices.
Your role
HSE Leadership & Strategy
- Develop, implement, and manage the Project HSE Management Plan aligned with project objectives and client requirements.
- Establish project-wide HSE policies, procedures, standards, and performance objectives.
- Lead and promote a proactive safety culture focused on prevention, accountability, and continuous improvement.
- Provide strategic HSE leadership to project management, construction teams, and contractors.
- Drive achievement of "Zero Harm" and incident-free project delivery goals.
- Ensure HSE considerations are integrated into all project phases from planning to handover.
Risk Management & Hazard Control
- Lead hazard identification and risk assessment processes across all project activities.
- Ensure mitigation measures are effectively implemented and monitored.
- Maintain project risk registers and monitor HSE-related risks and opportunities.
- Conduct regular risk review workshops with project stakeholders.
Contractor HSE Management
- Monitor contractor and subcontractor compliance with project HSE requirements.
- Conduct regular HSE performance reviews and contractor assessments.
- Review contractor HSE plans, procedures, and competency records.
- Ensure adequate HSE resources are deployed across all work fronts.
- Drive contractor accountability through robust performance monitoring and corrective action management.
Incident Prevention & Investigation
- Lead investigations into accidents, incidents, near misses, and unsafe conditions.
- Identify root causes and develop corrective and preventive action plans.
- Ensure timely reporting of incidents to project management and client representatives.
- Analyze incident trends and develop initiatives to improve safety performance.
- Monitor closure and effectiveness of corrective actions.
Traffic & Road Safety Management
- Provide oversight of traffic management and road safety programs associated with active bridge and infrastructure construction.
- Coordinate with Traffic & Detour Engineers and local authorities to ensure compliance with approved traffic arrangements.
- Support road safety audits and transportation safety initiatives.
Environmental Management
- Oversee implementation of project environmental management plans.
- Ensure compliance with environmental regulations, permits, and client requirements.
- Promote sustainability and environmental stewardship across project operations.
HSE Audits, Inspections & Compliance
- Develop and implement project inspection and audit programs.
- Lead internal and external HSE audits.
- Conduct regular site inspections to verify compliance with project standards.
- Review inspection findings and ensure timely close-out of corrective actions.
Training & Safety Culture Development
- Develop and implement HSE training, awareness, and competency programs.
- Ensure all project personnel receive appropriate safety inductions and role-specific training.
- Lead safety campaigns, awareness initiatives, and behavioral safety programs.
- Conduct leadership safety walks and engagement sessions.
- Promote workforce participation in safety improvement initiatives.
Emergency Preparedness & Crisis Management
- Develop and maintain emergency response procedures for project activities.
- Coordinate emergency drills and response exercises.
- Ensure emergency equipment and resources are available and maintained.
- Liaise with emergency services and relevant authorities.
- Lead incident response and recovery activities when required.
Reporting & Performance Monitoring
- Establish HSE Key Performance Indicators (KPIs) and monitoring systems.
- Present HSE performance updates to project leadership and client representatives.
- Identify trends and recommend improvement actions.
About you
Qualifications
- Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Civil Engineering, or a related discipline.
- NEBOSH Diploma or equivalent advanced HSE qualification is mandatory.
- Additional certifications such as: NEBOSH, IOSH Managing Safely, OSHA
Experience Requirements
- Minimum 15-20 years of HSE experience in construction and infrastructure projects.
- Minimum 10 years in a senior HSE leadership role.
- Experience managing HSE functions on projects exceeding USD 250 million in value.
- Strong experience working with international consultants, PMCs, government authorities, and major contractors.
- Previous experience within Saudi Arabia and the GCC region is highly preferred.
