The Department of Executive Services is seeking a Business and Finance Officer IV (BFO IV) for the Facilities Management Division (“FMD”). This position will report to the FMD Finance Manager and will be responsible for the FMD’s Internal Service Fund (“ISF”).   The ISF is the main operating fund for FMD and charges a set month fee to other King County entities and records operating expenses for FMD.  

The successful candidate will be a team player who will supervise four direct reports and take ownership of the ISF while also providing technically specialized financial analysis.  This role will interact with all levels of our division and department.  We are looking for someone that wants to make a big impact in a small division.  Our division is working to make our processes more agile, and this is an exciting time to join up with us.  We are not looking for “business as usual”, we are looking for innovative individuals interested in doing work to better the community.   The BFO IV for FMD is someone that will bring business acumen, leadership skills, and technical abilities.  Our BFO IV is a hands-on leader providing guidance and expertise to all facets of the division.  

This position not only records monthly transactional activity for the ISF but will also be responsible for investigating and analyzing fund variances, leading the fund’s operating budget for the upcoming 2028-2029 biennium, ensuring payroll for the section accurately reflects work performed, and continuing the continuous process improvement team’s work as a key member of that cross-functional work group.  

Finally, this employee assists the Finance Section with periodically required quarterly and annual reports and analyses all while fielding ad hoc questions from FMD leadership, King County’s Executive Budget Office Team or the King County Council regarding the fund’s operations and financial stability.  

This position performs a wide variety of complex accounting, analytical, technical, compliance, and reporting functions.  Specific duties include, but are not limited to:

  • Supervising the bi-weekly payroll process for all FMD staff
  • Managing ISF cash flow
  • Creating biennial ISF budgets
  • Lead the biennial ISF central rate development for the budget
  • Analyzing and reporting to various levels of King County on fund variances
  • Financial monitoring of any capital projects linked to the ISF
  • Work with the Deputy Director of Strategic Planning on various continuous improvement projects
  • Working closely with other FMD section managers to improve each section’s financial results
  • Collaborating with other finance section staff 
  • Periodically providing grant, bond, and regulatory compliance to designated oversight agencies
  • Support with the annual Federal & State Audits
  • Support for preparing the Annual Comprehensive Financial Report (“ACFR”)
  • Coordinate the purchasing card, (“P-Card’) program for FMD
  • Other duties as assigned. 

This role manages day-to-day financial activities of the ISF and plays an instrumental role in preparing and analyzing monthly budget to actuals variance reports, preparing general ledger and intercompany fund accounting transactions, documenting financial decisions made, and performing ad hoc analysis as necessary. This position assists in ensuring our ability to accomplish work efficiently, timely, and in alignment within the King County Council’s approved budget and the King County Executive’s established priorities.  FMD’s BFO IV works in a challenging environment and has the opportunity to shape and guide the divisions’ financial practices. 

About the Facilities Management Division: 

FMD is responsible for providing safe, welcoming, and sustainable facilities for all King County employees.  We achieve this through maintaining all King Coun ty owned facilities, while building new facilities for the future.  In this role the division has facilitated both the move to remote work (required by the global COVID pandemic) and now leads the Return to Work initiative to get all employees back to the office three days per week.  Facilities Management Division has over 350 employees dedicated to the successful management of King County’s Facilities.  The Facilities Management Division is integral to the success of King County.   FMD maintains all the facilities King County owns, including offices, Health Through Housing Facilities, correctional Facilities, and the Courthouse amongst others.  We take pride in our impact to the citizens of King County by providing space that is clean, safe, and historically significant. 




  • Scope of Job Duties: To be considered for this opportunity, you must demonstrate the skills and ability to:
  • Act as a key financial advisor for the division, particularly regarding the ISF.
  • Manage the development, preparation, and justification of the biennial FMD operating budget.
  • Administer and oversee the internal review of planned versus actual budget expenditures and authorize expenditures and budget revisions.
  • Prepare monthly and quarterly project status reports.
  • Oversee divisional financial data, including maintenance of data integrity and knowledge of data structure across financial tools.
  • Plan, develop and implement revenue collection and related cash management systems.
  • Lead the processing of invoices for both capital and operating expenses, review transactions and reconcile reports and create journal entries.


  •  Strong knowledge of budgeting and finance, including demonstrated experience with development, preparation, and justification of a large organizations or program’s budget.
  • Experience monitoring budgets, preparing budget monitoring reports, and comparing budget to actuals information.
  • Ability to interpret financial information, analyze variances and otherwise “tell the story” of FMD’s ISF
  • Knowledge and demonstrated ability to apply generally accepted accounting principles (GAAP), including the ability to interpret and apply accounting principles to create financial reports that are accurate and apply accounting principles and procedures to work products.
  • Experience with enterprise finance systems, analytical and reporting tools, such as Oracle (DBS), OBIEE (BI Insights), and PeopleSoft.
  • Ability to plan, organize, prioritize, and complete work in a high-pressure environment with moving deadlines changing priorities


DESIRED QUALIFICATIONS:

  • Four-year degree in accounting
  • Oracle EBS experience and any other financial project systems
  • Capital project and fund management experience.
  • Experience in a contracting, design, and construction environment
  • Public Sector budgeting and accounting
