Title and Summary
Director, Technical Program ManagementOverview:Technical Program Managers are at the heart of Mastercard’s program management framework. A strategic partner delivering critical national infrastructure solutions and services to our Product Delivery Programs.
• Lead a global team TPM’s who are conceptualizing, rationalizing, and driving multiple simultaneous programs to deliver engineering work
• Responsible for planning, execution, and delivery, from inception to completion, for an existing technology product or program
• Proactively manages the end-to-end delivery of engineering work though the engineering team and all dependent organizations
• Operates between teams and architectures overseeing the gaps between teams, processes, and systems, while removing all blocking issues leading to a successful delivery

o Create and maintain Delivery Dashboards - Intake, WIP, capacity, throughput, lead time, cycle time, cumulative flow, blockers

• Responsible for queue health, grooming, and prioritization
• Participates in Decomposition meetings to reach a shared understanding of requirements and captures required information in ALM for Delivery Teams to begin work
• Creates initial stories in ALM for impacted delivery teams and works with team members to write story Acceptance Criteria
• Manage the handovers of a feature between the different teams and promptly raises and resolves any issue
• Sequences features based on business priorities
• Provide better visibility and transparency to the requesting team on priorities and progress
• To establish and communicate SLAs by service offerings and program level Classes of Service
• Data Integrity and Quality
• Responsible for adherence to the Lean process as the team-level coach and fosters an environment for high-performing team dynamics, continuous flow, and relentless improvement
• Responsible for removing impediments and blockers from the team and ALM upkeep to support metrics
• Facilitates team meetings such as daily standups, backlog grooming and inspect and adapt
• Protects the team from outside influences and unauthorized sources of intake (anything not ALM or Remedy)
• Provides status and escalates any issues or blockers that the team cannot resolve to the Program Managers
• Train and guide members working on lean processes to improve metrics such as Lead/Cycle time
• Think strategically, but stay on top of tactical execution rigorously inspecting the delivery plans and execution metrics of your TPMs using your own tech depth and business acumen to assess risks and continuously raising the delivery bar
• Adapt to shifting goals and activities while managing multiple activities in parallel
• Build and cultivate strong internal relationships
• Manage escalations
• Actively encourage the development of your technical staff
• Teach others how to determine performance and leadership bar
• Effectively set expectations and build robust launch plans for new team members
