The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.
Description of Work
Primary Purpose of the Organizational Unit:Learning Management and Operations provides learning and development, documentation, and operations support for the agency. Our Learning Management program creates a curriculum framework that provides an adaptive and best-practice approach to learning management. This program serves diverse audiences, including state board staff, county board staff, campaign treasurers, and the general public. Additionally, this organization unit supports operations across the agency, to include physical and email, phone support, and receipt of agency materials.
Primary Purpose of the Position:
The primary responsibility of the position is to facilitate the training programs offered by the North Carolina State Board of Elections. The primary function of this job will develop, produce, and communicate presentation materials related to election law. This position will be primary on the delivery of software training for agency modernization projects. Additional functions of this role include providing planning support on election official certification, campaign finance treasurer training, and tracking training progress in the state Learning Management System.

- Excellent project management and organizational skills
- Ability to collaborate with stakeholder to translate needs into deliverables
- Experience with design platforms, such as Adobe Creative Cloud products or Articulate products
- Excellent written and oral communication skills, including the ability to effectively convey technical information to non-technical colleagues and clients
- Ability to prioritize and manage multiple simultaneous deadlines
- Proficiency in the use of a learning management system, such as Cornerstone.

Description of Work:
Content Delivery
Essential Functions:
- Conduct needs assessments for appropriate content delivery and scheduling feasibility
- Deliver training to county boards on updated processes and procedures in modernized software
- Deliver mandatory campaign finance treasurer training to candidates, treasurers, and county boards on modernized software
- Use templates to create job aids, user guides, standard operating procedures, and other written materials
- Analyze, update, and refine existing instructional content
Instructional Support Material Creation
- Use instructional design software to create learning objects including but not limited to eLearning modules, PowerPoint presentations, course assignments, and assessments
- Write scripts for video and audio content
Documentation Management
Essential Functions:
- Create review process that crosswalks administrative and statutory changes to existing documentation
- Create or modify document templates
- Proactively collaborate with subject matter experts on content creation and revision
- Create and maintain documentation repository best practices for internal and external documentation
- Use the state Learning Management System to track training progress of internal and external learners
