The Standards Implementation Specialist serves as the Department's statewide leader and subject matter expert in the implementation of the North Carolina Standard Course of Study through a coherent Multi-Tiered System of Support (MTSS). The position provides strategic leadership for the development, implementation, and continuous improvement of statewide systems that strengthen Tier I core instruction in Mathematics and English Language Arts, ensuring all students have access to rigorous, standards-aligned learning experiences.
The position leads to the development of statewide guidance, resources, and professional learning that align curriculum, instruction, assessment, intervention, behavioral supports, and educator capacity into a cohesive instructional framework. Working collaboratively across Offices, partner agencies, institutions of higher education, and PSUs, the specialist advances statewide implementation strategies that promote consistency, coherence, and evidence-based instructional practices.
Exercising deep expertise and judgment, the Standards Implementation Specialist serves as the Department's recognized expert in MTSS and instructional systems of coherence.
Through strategic leadership, technical expertise, and statewide collaboration, the position advances equitable access to high-quality Tier I instruction, improves district implementation capacity, and supports improved academic and behavioral outcomes for all students.
Job Responsibilities:
Lead the planning, development, implementation, and evaluation of statewide initiatives that support implementation of the North Carolina Standard Course of Study.
Serve as the Department's recognized subject matter expert in Multi-Tiered System of Support (MTSS), instructional systems coherence, and Tier I instructional improvement.
Provide strategic consultative leadership to PSUs, regional partners, and other stakeholders to strengthen instructional systems and district implementation capacity.
Lead statewide implementation initiatives, professional learning systems, and technical assistance efforts that improve instructional practice and student outcomes.
Influence statewide educational policy, instructional frameworks, and implementation strategies through cross-office collaboration and stakeholder engagement.
Coordinate complex initiatives across multiple organizational units, partner agencies, institutions of higher education, and external partners.
Develop and disseminate statewide guidance, implementation resources, and tools that support coherent academic and behavioral systems.
Analyze statewide data to monitor implementation, evaluate program effectiveness, and inform continuous improvement and policy recommendations.

Recruitment Range: $63,927.00 - $95,000.00

Primary Purpose of the Office of Teaching and Learning:
The Office of Teaching and Learning provides statewide leadership for the development, implementation, and continuous improvement of the North Carolina Standard Course of Study across all content areas. The Office ensures districts have access to high-quality instructional resources, professional learning, and technical assistance to support effective standards-based instruction.
The Office leads key state and federally funded programs and works in close partnership with the Office of Exceptional Children and Office of Federal Programs to align academic and behavioral supports and strengthen inclusive practices as it pertains to specific subgroups and programs included in the Consolidated ESSA State Plan. It also collaborates with internal and external stakeholders to support curriculum alignment, instructional materials, assessment practices, and coordinated regional and district support.
Through this work, the Office builds educator capacity and advances equitable access to rigorous, grade level instruction for all students. The Standards Implementation Specialist supports this effort by aligning standards, instruction, and support systems and providing consistent regional and statewide support to district.
Minimum Education and Experience
