What to Expect: The HHS Supervisor – Economic Support is responsible for the direct supervision, training, and performance management of Economic Support staff who administer federal and state public assistance programs within a multi-county Income Maintenance consortium. This position ensures accurate and timely eligibility determinations, compliance with complex and frequently evolving regulations, program integrity, and high quality customer service. The Supervisor provides day-to-day leadership, technical guidance, and quality oversight related to Medical Assistance/BadgerCare Plus, FoodShare Wisconsin, Wisconsin Shares (Child Care), and Caretaker Supplement. In addition, the position plays a key role in staff development, policy implementation, quality assurance, and performance monitoring. The Supervisor directs team and new staff training efforts, providing coaching, mentorship, and oversight to Lead Economic Support Specialists to support staff development, technical guidance, and leadership growth. This position collaborates with consortium partners, state agencies, and internal Health and Human Services divisions to support efficient service delivery and positive outcomes for individuals and families served.• Provide direct supervision to assigned staff, including hiring, onboarding, work assignment, coaching, performance evaluation, corrective action, and discipline in accordance with County policies, labor agreements, and applicable laws.
• Plan, assign, monitor, and evaluate staff workloads and performance to ensure timely, accurate, and compliant service delivery; conduct regular staff meetings and individual check-ins to support communication and accountability.
• Provide guidance and support to staff on policies, procedures, eligibility criteria, documentation standards, and best practices, including consultation on complex or escalated cases, and serving as a technical resource when Lead staff are unavailable.
• Ensure compliance with federal, state, and county laws, regulations, and Income Maintenance policies and contracts; address compliance issues and implement corrective actions as needed.
• Implement and maintain unit-level, procedures, workflows, and assist in the development of process improvements and quality assurance practices to promote consistency, efficiency, and program effectiveness.
• Monitor program performance, productivity, and quality indicators; analyze data, identify trends or risks, and recommend or implement improvements.
• Assist with program planning and resource management, including monitoring staffing needs and resource utilization, and providing input to support budgeting and fiscal decisions.
• Prepare, review, and submit required reports, data, and documentation for internal management, audits, and state or federal agencies.
• Coordinate and collaborate with internal divisions, County departments, courts, schools, community agencies, and external partners to support integrated service delivery.
• Respond to escalated client or customer concerns and ensure services are delivered in a professional, respectful, and trauma-informed manner.
• Participate in committees, workgroups, trainings, and professional development activities related to assigned programs and supervisory responsibilities.
• Exercise independent judgment within the scope of authority; escalate complex, high-risk, or sensitive matters to leadership as appropriate.
• Supervise a team of Economic Support staff responsible for determining eligibility and delivering federal and state public assistance programs, including Medical Assistance/BadgerCare Plus, FoodShare Wisconsin, Wisconsin Shares (Child Care), and Caretaker Supplement.
• Ensure program integrity, fraud prevention, and accurate eligibility determinations through oversight of casework, quality assurance reviews, and compliance with state and federal Income Maintenance requirements.
• Maintain advanced working knowledge of evolving state and federal policies, administrative memos, and consortium procedures related to Income Maintenance programs; communicate changes and adjust workflows accordingly.
• Review state Quality Control findings, second-party reviews, performance dashboards, and monthly state reports to identify trends, errors, and training or process improvement opportunities.
• Conduct internal quality control activities, including review of case actions, call interactions, timeliness standards, and workload distribution to maximize accuracy and efficiency.
• Provide case consultation and technical assistance to staff on complex eligibility determinations, adverse actions, system functionality, and policy interpretation across multiple Income Maintenance systems.
• Prepare for, attend, and participate in state Fair Hearings; support staff in hearing preparation and ensure compliance with hearing decisions and corrective actions.
• Monitor caseloads, productivity metrics, and customer service indicators to ensure service standards are met within the local agency and across the multi-county IM consortium.
• Coordinate staffing coverage for lobby services, onsite schedules, cross-divisional work, and consortium obligations to ensure consumer access and continuity of service.
• Participate in community outreach, public speaking, and interagency collaboration related to Economic Support programs and services.
• Participate in budget reviews and discussions to develop understanding of program funding, resource allocation, and operational drivers, and to support continuity of operations as needed.
• Serve as liaison to internal HHS divisions, Child Support, Job Center partners, consortium agencies, and community-based organizations to support coordinated service delivery.
• Perform special projects, assignments, or delegated duties as directed by the Economic Support Manager.
Minimum Education: Bachelor’s degree from an accredited college or university in Human Services, Public Administration, Business Administration, Social Services, or a closely related field preferred. Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities will be considered.
Minimum Experience: Three (3) years of progressively responsible experience in the economic support/workforce development area. A combination of education and experience may be considered. Other Requirements:  A Valid Wisconsin Driver’s license.

• Thorough knowledge of Economic Support and Workforce Development programs, including Medical Assistance/BadgerCare Plus, FoodShare Wisconsin, Wisconsin Shares (Child Care), FSET, and related programs, along with the applicable federal and state laws, administrative rules, and policy requirements governing eligibility and service delivery.
• Working knowledge of community resources and service systems, and the ability to coordinate referrals and partnerships to support individuals and families with complex needs.
• Strong understanding of social and economic challenges such as poverty, unemployment, family instability, disability, discrimination, aging, and their impact on individuals’ ability to access and maintain public assistance benefits.
• Proficiency in the CARES computer system and related Income Maintenance technology, including the ability to review case actions, identify errors, and support staff in correct system use.
• Skill in navigating, interpreting, and applying online Income Maintenance and Workforce Development manuals, policy transmittals, and state guidance to ensure accurate and consistent program administration.
• Ability to analyze and synthesize large volumes of written communication, policy updates, and directives from the Wisconsin Department of Children and Families (DCF) and Department of Health Services (DHS), and translate those changes into clear guidance, procedures, and training for staff.
• Knowledge of state and local government organizational structures and the role of multi-county consortia in delivering Income Maintenance services.
• Demonstrated leadership presence, sound judgment, and professionalism when serving as a technical resource to staff, collaborating with leadership, and representing the program in meetings, audits, trainings, or interagency settings.
• Knowledge of supervisory and management principles, including staff supervision, coaching, performance management, discipline, employee development, scheduling, workload distribution, and conflict resolution within a public human services environment.
• Knowledge of applicable federal, state, and county laws, administrative rules, confidentiality requirements, and ethical standards governing human services programs, personnel management, and client information.
• Ability to provide effective supervision, including setting expectations, evaluating performance, delivering corrective feedback, supporting professional growth, and addressing performance or conduct issues in accordance with County policy and labor agreements.
• Skill in planning, organizing, and directing unit operations, including managing competing priorities, monitoring workflow, meeting deadlines, and ensuring program continuity and service quality.
• Ability to interpret policy, procedures, and program requirements; translate them into clear guidance for staff; and ensure consistent, compliant implementation.
• Skill in analyzing operational data, performance measures, and quality indicators to identify trends, address deficiencies, and support continuous improvement and corrective action planning.
• Ability to collaborate effectively with internal and external partners, leadership, and interdisciplinary teams to coordinate services, resolve issues, and advance program goals.

• Strong written and verbal communication skills, including the ability to prepare reports, documentation, and correspondence, facilitate meetings, and communicate clearly with staff, leadership, partners, and the public.
• Ability to exercise sound judgment, maintain professionalism, and manage sensitive or high-stress situations involving staff, clients, or program issues with discretion and emotional intelligence.
• Demonstrated reliability, accountability, and adaptability, including the ability to work independently, respond to changing regulations or priorities, and support organizational initiatives and change efforts.
• Work is performed primarily in an office environment within Health and Human Services facilities, with frequent use of a computer, keyboard, telephone, and other standard office equipment.
• Position requires extended periods of sitting, with intermittent standing, walking, bending, and reaching while performing supervisory, administrative, and program oversight duties.
• Requires sufficient vision to read electronic and paper records, review eligibility determinations, policy guidance, reports, and correspondence, and accurately enter and review data; sufficient hearing and speech to communicate effectively with staff, clients, consortium partners, state agencies, and the public in person, by telephone, and through virtual platforms.
• Frequent interaction with staff, members of the public, and partner agencies, including individuals who may be experiencing financial hardship, stress, frustration, or crisis related to public assistance eligibility and benefits.
• Work involves regular handling of sensitive, confidential, and legally protected information in compliance with federal and state confidentiality requirements.
• May be required to attend meetings, hearings, trainings, or consortium-related activities at County facilities or other locations; limited local or regional travel may be required.
• Work is subject to statutory deadlines, timeliness standards, quality control requirements, and fluctuating workloads that require prioritization of competing demands and effective time management.
