GENERAL STATEMENT OF JOB
$68,916.47 - $86,067.23
The purpose of this class is to provide coordination and administrative support for the development and implementation of transportation projects within the Transportation Department. This class assists with the planning, tracking, and coordination of multimodal transportation initiatives, including pedestrian safety, bikeway, greenway, sidewalk, resurfacing, and dirt road projects. This class maintains project information, monitors project schedules and activities, prepares reports, and supports communication with internal departments, consultants, government agencies, community organizations, and the public. This class assists with transportation program activities from planning through early project development and performs related professional, administrative, and project coordination work as required in support of the Transportation Program. This position reports to the Transportation Program Manager in the Project Development Division.
SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions:
- Assist project planning with staff and consultants to maximize the use of taxpayer funding.
- Develop project scoring and schedules in collaboration with internal staff, program management firms, and external agencies, such as SCDOT, and City of Columbia ensuring schedules are realistic given the project's complexity.
- Assists with annual project planning and taking in public and other stakeholder input throughout each year.
- Update the project plan with new and emerging projects. Work includes developing a narrative for each project, field study of project scope including project limits, foreseen project challenges, and working with the project development team for project estimates and project impacts.
- Assist with submitting project reports to incorporate into the annual project plan. Review and recommend project scoring system and changes to the system as needed.
- Assist with the recommendations for project budgets provided within the Division.
- Coordinate bike and pedestrian projects and develop standards to improve pedestrian safety.
- Coordinate value engineering discussions pre- and post-construction on bike and pedestrian projects. Serve as the County’s multi-model transportation expert.
- Maintain knowledge of SCDOT and County roadway and bridge design and construction standards, particularly for bike and pedestrian projects or project components.
- Prepare materials and attend meetings with officials, residents, and civic groups to address concerns related to the Transportation Penny project. Support Transportation Penny Advisory Committee activities.
- Provide support work, as applicable, including planning and reviewing work, maintaining standards and listings. Providing support in all programs to include bike and pedestrian projects, pedestrian safety projects, resurfacing projects, and dirt road projects.
- Perform general administrative tasks, including report writing, correspondence, data entry, and file management.
- Attend relevant training, workshops, or conferences to stay current with trends, legislation, and technologies.
- Perform other duties as assigned.
MINIMUM EDUCATION AND TRAINING
- Associate Degree in Civil Engineering, Project Management, or a related field.
- Two (2) years of relevant work experience; experience with SCDOT bike or pedestrian projects preferred.

Licenses/Certifications/Other:
- Must possess a valid state driver’s license.
- Completion of a Project Management Institute course, as approved by the Director, is required.

- Computer Requirements: Needs to be able to use computers for work processing, data entry, spreadsheets, presentations, communication, and research.
- Judgments and Decisions: Responsible for guiding others, requiring frequent decisions affecting co-workers, customers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
Physical Requirements:
The work is light work which requires the person in this position to occasionally exert up to 20 pounds of force to grasp, lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required:
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Handling: Picking, holding, or otherwise working, primarily with the whole hand.
- Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
- Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
- Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

- Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading. Have visual acuity to operate motor vehicles and/or heavy equipment. Have close visual acuity to perform an activity such as: visual inspection involving small defects, small parts, operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
WORK ENVIRONMENT
May be required to work hours other than the regular schedule including nights, weekends, and holidays. This position requires regular and reliable attendance and the employee’s physical presence at the workplace. The job requires normal visual acuity, depth perception, and field of vision, hearing, and speaking abilities. Work includes situations that require decisions involving people, resources, and property.
