Description
Anticipated Hiring Range is $109,028 - $131,747 annually
*Pay is determined based on prior years of experience. Experience credit is also given for honorable military service time served.

ESSENTIAL FUNCTIONS OF WORK
- Responsible for all aspects of the operation of assigned City departments, including direct supervision over designated Department Directors
- Supports and implements the goals of the City as determined by the Governing Body by directing the activities of designated City departments
- Develops, plans, implements and administers approved policies and procedures
- Develops and facilitates the implementation of solutions to program problems and service issues
- Develops and monitors standards and service levels and allocates resources according to priorities
- Receives and responds to requests regarding City Council actions and the general public
- Researches and analyzes complex issues, and prepares and presents reports
- Performs other duties as required
- Advanced knowledge of local, State and Federal laws and regulations relevant to all City program areas
- Advanced knowledge of the modern and complex principles and practices of public administration, community development, economic development, public budgeting and finance, emergency operations, public infrastructure operations and maintenance, utility provision, and public communications
- Advanced knowledge of statistical concepts and methods for application to varying areas of assignment including but not limited to: operations analyses, financial/accounting analyses, trending/benchmarking/forecasting and reporting functions
- Executive-level interpersonal leadership, planning and management skills
- Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions and implement recommendations
- Ability to interpret rules, regulations and policies for effective decision-making in accordance with established precedent
- Ability to develop, read, analyze and interpret complex reports, correspondence and technical procedures
- Ability to effectively present information and respond to questions from various groups
- Master’s degree in Public Administration, or related field, required
- Three years’ progressively responsible, professional experience in public policy, strategic planning, organizational development, budgeting or other related public sector activities
- The ability to express or exchange ideas by means of verbal communication
- Convey detailed or important verbal information to elected officials, co-workers, supervisors, subordinates and the general public
- Capable of computer operations and other business machines
- Occasional maximum lift of 20 lbs from floor to waist; occasional forward reach; occasional crouch/bed; continuous bilateral hand coordination; continuous sit or stand; occasional walk.
Vacation Leave — Available after the end of the training period (at least 6 months). Vacation accrues each pay period (every 2 weeks) and the accrual rate is based on years of service.
Sick Leave - Accrue 8 hours of sick leave per month, no wait period.
Holidays - The City provides 11 paid holidays.
Medical and Dental Insurance – The City covers at least 85% of the premiums of all plans. Available 1st of the month following the date of hire.
Retirement – After the training period, the City will contribute 7% of gross compensation into a 401a plan and will match up to 3% of employee contribution for a total of 10%. The City does not participate in KPERS; only KP&F for police and fire employees.
