Senior Telecommunications Designer

Immediate Requirement

CSE is seeking a Senior Telecommunications Designer to provide telecommunications infrastructure and construction-management support for the VA Milwaukee Electronic Health Record Modernization (EHRM) Infrastructure Upgrade project. The Telecommunications Designer will serve as the senior telecommunications infrastructure subject matter expert, with primary responsibility for Telecommunications Rooms (TRs), fiber/network infrastructure, and integration of telecommunications systems with the overall construction project.

The position combines technical telecommunications expertise with construction oversight, inspection, quality assurance, documentation, and coordination with Government, contractors, engineers, and other project stakeholders. Responsibilities include reviewing construction documents and submittals, conducting inspections, identifying deficiencies, monitoring installation and testing, and providing technical recommendations.

The position is full-time, offsite during the pre-construction phase (estimated through January 2027), followed by onsite work at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin.

JOB RESPONSIBILITIES

Telecommunications Rooms

  • Conduct site assessments and evaluate existing Telecommunications Room conditions.
  • Review TR layouts, rack configurations, cable management, patch panels, pathways, grounding/bonding, power, cooling, lighting, and physical security interfaces.
  • Verify that TR construction and installations comply with approved drawings, specifications, applicable standards, and project requirements.
  • Inspect rack elevations, cable routing, labeling, termination, cable management, and equipment installation.
  • Identify deficiencies and coordinate corrective actions through completion.
  • Verify TR readiness for testing, commissioning, turnover, and Government acceptance.

Fiber & Telecommunications Infrastructure

  • Provide technical oversight of fiber optic backbone infrastructure, including inside-plant (ISP) and outside-plant (OSP) systems where applicable.
  • Review fiber routing, pathways, splice locations, termination hardware, patch panels, FODPs, and inter-building connectivity.
  • Monitor fiber installation, termination, fusion splicing, testing, and certification.
  • Review and validate copper structured cabling installations, including Cat 6/Cat 6A systems.
  • Verify cable bend radius, pathway fill, separation/segregation, support, labeling, and workmanship.
  • Witness and review OTDR/OLTS fiber testing and copper certification testing as applicable.
  • Validate end-to-end cable schedules, port maps, labeling, and connectivity documentation.

Design & Construction Oversight

  • Review telecommunications drawings, specifications, submittals, RFIs, shop drawings, and as-built documentation.
  • Conduct constructability and field-condition reviews.
  • Evaluate contractor installation against approved design intent.
  • Support development and review of Engineering Installation Plans (EIPs) where required.
  • Coordinate telecommunications requirements with electrical, mechanical, architectural, IT/network, and construction teams.
  • Participate in design reviews, construction meetings, inspections, and technical coordination meetings.
  • Provide technical recommendations to Government/project leadership.

Quality Assurance & Compliance

  • Perform field inspections of telecommunications infrastructure.
  • Identify nonconforming work and track deficiencies through resolution.
  • Verify compliance with applicable BICSI, TIA/EIA, UFC, NEC, DoD, and project-specific requirements, as applicable.
  • Review testing and certification results.
  • Maintain inspection records and technical documentation.
  • Support punch-list development and final acceptance.

Documentation & Closeout

  • Review and validate as-built drawings and telecommunications documentation.
  • Verify cable schedules, rack elevations, port maps, test results, labeling records, and equipment inventories.
  • Support commissioning and operational turnover.
  • Identify incomplete documentation or testing before Government acceptance.
  • Support warranty and post-construction issue resolution.

REQUIRED QUALIFICATIONS

  • U.S. Citizenship Required
  • Must be eligible to obtain and maintain Security & Facility Access.
  • Bachelor's degree in Telecommunications, Electrical Engineering, Information Technology, Network Engineering, Construction Management, or a related field is preferred.
  • Minimum six (6) years of experience in the design and/or construction of telecommunications and data communications infrastructure.
  • Active BICSI RCDD certification.
  • Demonstrated experience with:
    • Telecommunications Rooms / MDF / IDF.
    • Fiber optic backbone infrastructure.
    • Copper structured cabling.
    • ISP/OSP infrastructure.
    • Cable trays, conduits, pathways, and cable management.
    • Rack and patch-panel configuration.
    • Fiber termination/splicing.
    • Fiber and copper testing/certification.
    • Grounding and bonding.
    • Telecommunications drawings and specifications.
  • Ability to interpret construction drawings, specifications, shop drawings, submittals, RFIs, and as-built documentation.
  • Experience conducting site surveys and field inspections.
  • Strong understanding of BICSI/TIA telecommunications standards and applicable DoD/federal requirements.
  • Strong written and verbal communication skills with the ability to coordinate effectively with Government personnel, engineers, contractors, subcontractors, and IT/network teams.

PREFERRED QUALIFICATIONS

  • Federal or DoD telecommunications infrastructure experience.
  • Experience with UFC 3-580-01 and related DoD telecommunications requirements.
  • Experience with Air Force/Army/Navy facilities.
  • Experience with large-scale fiber backbone projects.
  • Experience converting or constructing Telecommunications Rooms.
  • Experience with occupied/mission-critical facilities.
  • Experience reviewing OTDR and OLTS test results.
  • Fiber optic splicing experience.
  • AutoCAD/Visio proficiency.
  • Experience with Procore, BIM360, or similar construction-management/documentation systems.

Location: VA Medical Center, Milwaukee, Wisconsin

WORK ENVIRONMENT

  • Offsite until January 2027 (estimated).
  • Onsite January 2027 and throughout the contract period.
  • Occasional after-hours support may be required for deployments, production incidents, or scheduled maintenance.
  • The role requires collaboration with government customers, contractors, developers, cybersecurity teams, and business stakeholders.
