The City of Clinton is seeking an experienced and safety-focused Electric Crew Leader to help oversee the daily operations of the Electric Division. This position provides hands-on leadership to employees responsible for the installation, maintenance, and repair of the City's electric distribution system and related facilities.

The ideal candidate will bring extensive electric utility experience, strong leadership skills, sound judgment, and a commitment to workplace safety and reliable customer service.

Under limited supervision, the Electric Crew Leader assists with supervising crews, coordinating personnel and equipment, monitoring work for quality and safety, troubleshooting system and equipment problems, and training employees in proper work methods and procedures. The position also performs skilled electric utility work as operational needs require.

This position reports to the Electric Supervisor and is classified as non-exempt under the Fair Labor Standards Act (FLSA).

Essential Duties and Responsibilities

Essential duties include, but are not limited to:

• Assists in supervising the operations and activities of the Electric Division, including work associated with the installation, maintenance, and repair of electric systems and facilities.

• Provides direction and oversight to assigned crew leaders and crew members, including assigning and reviewing work, coordinating activities, allocating personnel, maintaining work standards, and addressing work-related issues.

• Reviews completed and ongoing work for accuracy, quality, safety, and compliance with applicable policies, procedures, regulations, and standards.

• Coordinates personnel, equipment, materials, and other resources to support the efficient and timely completion of projects and assignments.

• Inspects facilities, equipment, and work in progress for proper operation, quality, and safety.

• Monitors substation activity.

• Troubleshoots electric system, facility, and equipment problems and assists with maintenance and repair activities as needed.

• Responds to customer inquiries, service requests, and complaints and takes appropriate action to support the effective provision of electric services.

• Assists with emergency response as directed by Electric Division management. This position is not regularly assigned to the on-call rotation.

• Trains new and existing employees in the proper and safe use of equipment and tools and appropriate electric system maintenance and work practices.

• Ensures assigned equipment and vehicles are properly operated and maintained.

• Operates equipment as required, which may include backhoes, bucket trucks, auger trucks, trailers, trenchers, dump trucks, stump grinders, cable tracers, fault locators, climbing equipment, meters, hoists, substation equipment, and various hand and power tools.

• Prepares, reviews, and maintains work orders, maintenance records, incident and accident reports, diagrams, timesheets, safety reports, and other required documentation.

• Communicates and coordinates with supervisors, employees, other City departments, governmental agencies, contractors, utility companies, engineers, vendors, customers, and members of the public.

• Coordinates Electric Division activities with other City departments as necessary.

• Performs skilled lineworker duties as required.

• Performs other related duties as assigned.

Minimum Qualifications

Applicants must possess:

• A high school diploma or GED equivalent.

• Job-related training applicable to electric utility operations.

• Six (6) years or more of progressively responsible experience in the maintenance and repair of electric systems and facilities.

• An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

• A valid South Carolina Commercial Driver's License (CDL), as required for the position.

Knowledge, Skills and Abilities

The successful candidate must possess or demonstrate:

• Thorough knowledge of electric line and facility construction, installation, maintenance, and repair.

• Knowledge of electric utility operations, industry practices, occupational hazards, and required safety precautions.

• Knowledge of applicable laws, regulations, standards, policies, and procedures related to electric utility operations.

• Knowledge of standard tools, materials, vehicles, and equipment used in electric utility construction and maintenance.

• Ability to plan, organize, prioritize, assign, and oversee the work of an electric utility crew.

• Ability to provide effective instruction, training, technical guidance, and assistance to employees.

• Ability to inspect work and identify safety, quality, or operational concerns.

• Ability to troubleshoot electric system, facility, and equipment problems.

• Ability to read and interpret blueprints, maps, diagrams, work orders, technical documents, policies, and procedures.

• Ability to prepare clear and accurate reports, records, correspondence, and other documentation.

• Ability to perform mathematical calculations necessary for electric utility and construction work.

• Ability to operate required vehicles, heavy equipment, tools, and specialized electric utility equipment safely and effectively.

• Ability to exercise independent judgment and make sound decisions with limited supervision.

• Ability to communicate effectively with employees, supervisors, contractors, engineers, customers, governmental agencies, and members of the public.

• Ability to establish and maintain effective working relationships.

• Ability to remain calm, exercise sound judgment, and respond effectively during emergency situations and under tight deadlines.

Physical Requirements and Working Conditions

This position performs physically demanding work associated with electric utility construction, maintenance, repair, and emergency response.

Work may require:

• Prolonged standing and walking.

• Bending, crouching, reaching, climbing, pushing, pulling, lifting, and carrying.

• Working at heights and around energized electric utility systems.

• Operating motor vehicles, heavy equipment, and hand and power tools.

• Significant hand, eye, and foot coordination.

• The ability to distinguish colors and shades of color as required to safely perform electric utility work.

• Working outdoors in varying and potentially adverse weather and environmental conditions.

Employees may be exposed to extreme heat and cold, rain, humidity, dust, dirt, noise, vibration, traffic hazards, machinery, electrical hazards, and other conditions associated with electric utility operations.

Employees must be able to perform the essential functions of the position, with or without reasonable accommodation.
