Housing Compliance Inspector IV

Under general supervision, the Housing Compliance Inspector is responsible for conducting scheduled or periodic housing inspections to determine adherence to the U.S. Department of Housing and Development (HUD), local, and other funding affiliate requirements. The Housing Compliance Inspector IV primarily conducts initial, annual occupancy, and other inspections and feasibility assessments on single family and multifamily residences to ensure that properties meet required Federal, State, and local housing quality standards and comply with contract specifications. 

• Oversees the inspection and evaluation of the condition and repair of proposed and ongoing housing improvement projects.
• Evaluates construction methods and determines cost-effectiveness of plans; Works with contractors to solve issues; Approves change orders and payment requests.
• Analyzes accepted construction contracts to ensure conformance to construction specifications and cost and negotiates revisions to contractual agreements with architects, consultants, clients, suppliers, or subcontractors.
• Conducts and coordinates meetings with contractors, project managers, engineers, and homeowners
• Interprets and explains contract terms to representatives of the owner or developer, including administrative staff, workers, or clients.
• Monitors residential lead hazard risk assessments/lead based paint inspections.
• Oversees efforts to bring properties into compliance and directs follow-up inspections to ensure that work is completed; Maintains inspections records, documents, and files.
• Prepares and sends noncompliance letters to contractors (to correct structural deficiencies); may report projects in noncompliance to program manager for further disposition.
• Verifies the re-inspection of units to ensure that deficiencies have been corrected and meet compliance requirements.
• Reviews inspection reports and makes recommendations to program manager for termination of program participation for families or landlords that have failed to correct non-compliance violations and/or have engaged in fraudulent activities.
• Maintains effective working relationships with the community to which assigned and develops partnerships with local agencies and organizations to improve neighborhood development efforts.
• Assists Housing and Revitalization senior management and/or HUD representatives on specific projects and issues.
• Performs HUD and related housing research as required and prepares reports for City management and City Council.
• Oversees proper preparation and maintenance of administrative records, reports, and files; compiles documentation for tenant files for a three year period; maintains daily records of work activities and provides information for monthly reports.
• Performs special projects and other duties as assigned.

Qualifications (required):

• High School graduation or GED.
• Minimum of two (2) years experience in conducting housing inspections, writing specifications and working with contractors. 

Qualifications (preferred):

• Three (3) to four (4) years experience in conducting housing inspections, writing specifications and working with contractors. 

• It is required that Housing Compliance Inspectors possess a certificate as Lead Supervisor through the State of Michigan’s Department of Health and Human Services (MDHHS) Healthy Homes Section (HHS) within six months of hire and receive continued training to renew the certificate on an as-needed basis.

Knowledge, Skills and Abilities

• Knowledge of applicable State and City laws and standards relating to housing quality standards.
• Knowledge of inspection methods and techniques.
• Knowledge of relevant building trades and construction methods.
• Knowledge of practices and methods used in the repair and/or maintenance of buildings or houses.
• Knowledge of construction contracts and cost estimation.
• Skill in composing letters to affected stakeholders regarding inspection status or compliance.
• Skill in preparing clear and concise written material, including program reports and correspondence to meet program requirements.
• Skill in interpreting and consistently applying program rules, regulations, guidelines and standards.
• Ability to ensure compliance of housing standards through housing inspections, investigations, and analysis of reports
• Ability to schedule and coordinate meetings between various parties, problem solve, and perform risk monitoring
• Ability to comprehend, interpret, and apply housing construction laws, rules, and regulations
• Ability to recognize unsafe and/or potentially hazardous situations and determine corrective actions necessary for units to pass inspection
• Ability to take independent decisions to resolve problems or conflicts, and to enforce housing program rules and regulations
• Ability to maintain necessary records and prepare documents and reports
• Ability to work cooperatively with other City employees, housing applicants and residents, community workers, and the public.
