Cybersecurity Training Analyst / Instructional Designer

Work Location and On-Site/Telework Requirements: Hybrid. You'll work remotely and on site at NIH facilities in Bethesda and Rockville, MD, for workshops, training sessions, and stakeholder meetings, as the work requires. Work is performed on Government-furnished equipment under NIH access requirements.

Citizenship: U.S. Citizenship required

Eligibility: Ability to obtain and maintain NIH suitability and a PIV credential. An existing Tier 2 (Moderate Risk Public Trust) or higher investigation, eligible for reciprocity, is preferred. No security clearance is required. English fluency, spoken and written.

 

Overview:

eTelligent Group, LLC supports the National Institutes of Health (NIH) in turning its Zero Trust Architecture (ZTA) strategy into operating practice across its Institutes and Centers (ICs). This position supports Task 8, Special Projects: a dedicated team, separate from the core program staff, that develops and delivers NIH-wide ZTA training and supports Government-directed ZTA special projects. The Training Analyst designs and builds the training materials and co-facilitates sessions. You'll turn technical ZTA content into clear, accessible, and engaging learning for cybersecurity professionals and for NIH's general workforce of more than 17,000 employees.

 

Responsibilities:

• Instructional design: Apply the ADDIE model: write learning objectives, design module flow and activities, and trace every element to the Training Plan and Curriculum.
• Course materials: Develop slide decks, facilitator guides, participant guides, scenario workbooks, four one-page job aids, and knowledge checks for professional and general workforce courses.
• E-learning: Build two SCORM e-learning modules (a 30-minute general workforce module and a 20-minute supervisor module) and six 3- to 5-minute micro-learning videos, including storyboards, narration scripts, and captions.
• Accessibility: Make every product conform to Section 508 (headings, tables, alternative text, captions, color contrast), checked with the Microsoft and Adobe accessibility tools.
• Co-facilitation: Co-facilitate professional cohorts and track sessions, and moderate Q&A in general workforce sessions.
• Evaluation: Analyze knowledge-check and evaluation results, and recommend content improvements.
• Final materials: Contribute to the instructor kit and the Final Training Summary Report.

 

Required Qualifications:

• A bachelor's degree in instructional design, education, communications, information technology, or a related field.
• At least 5 years designing and delivering IT or cybersecurity training, including at least 2 years supporting federal clients.
• Proficiency with e-learning authoring tools (Articulate Storyline or Rise, Adobe Captivate, or similar) and SCORM packaging.
• Hands-on experience producing Section 508-conformant documents, presentations, and e-learning.
• A working knowledge of cybersecurity fundamentals, and the ability to learn technical Zero Trust content quickly and explain it in plain language.

 

Preferred Qualifications:

• An ATD CPTD, CompTIA Security+, or CompTIA CTT+ certification.
• Video and audio production skills (Camtasia, Adobe Premiere, or similar).
• Experience with federal security awareness or role-based training programs, especially at HHS or another federal health agency.
• Experience administering or uploading to an LMS.
