What this job involves
Core Function:
The Regional Sustainability Operations Manager (P2) is a junior sustainability manager role combining programme management with data and analytics capability. Sitting within the Sustainability Operations Team (SOT) function, this role is pivotal in helping integrate our sustainability requirements into BAU deliverables across all regional execution stakeholders – including IFM, D&C, engineering, and others as required.
The role provides vital operational support across carbon, energy, water, and waste programmes, ensuring delivery against client commitments and maintaining the rigour required for effective governance and reporting.
This is not a people-management position; success is measured through collaborative delivery and analytical contribution.
Key responsibilities include:
Programme Management – Project biweekly calls, POR tracking, timeline management, and stakeholder coordination across carbon/energy/water programmes.
Carbon/Energy Programme Coordination – ECM implementation support, OP technical packages, carbon project pipeline tracking, and M&V coordination.
Data & Analytics – Interpret performance metrics, support dashboard development, EUI benchmarking, and utility data oversight.
FM Ops Interface – IFM liaison, site-level engagement, troubleshooting, and chase-ups on project delivery.
Reporting & Governance – OP submissions support, client-facing updates, program performance metrics & governance reporting, and ESG compliance documentation.
Stakeholder Engagement – Bi-weekly connects with BB programme leads, regional IFM teams, and vendor coordination.
WASTE/SOFT SERVICES – DATA ANALYTICS INTERPRETATION/PROGRESS REPORTING ETC.
Programme Coordination & Delivery
- Plan and prioritise activities to meet roadmap and schedule expectations for carbon, energy, water, and waste management programmes
- Track POR delivery against milestones; maintain programme trackers, risk logs, and action registers
- Coordinate with FM Projects Lead to ensure sustainability projects are scheduled, delivered, and managed as expected • Coordinate with D&C and engineering teams on project delivery as required
- Work with regional IFM team to identify building-level activities contributing to client sustainability goals
- Own day-to-day programme progress tracking – flag blockers and escalate to ROL as required
- Support full programme management lifecycles: tracking risks, assumptions, issues, and dependencies
Carbon/Energy Programme Support
- ECM implementation coordination across audited EMEA sites • OP technical package preparation and submission support
- Carbon project pipeline tracking and M&V coordination
- Drive operational improvements through identification of energy and sustainability performance opportunities across the portfolio
- Work with Performance Optimisation Manager to adjust processes where data insights indicate needed focus or calibration
Waste & Soft Services – Data Analytics & Progress Reporting
- Support waste programme delivery including data analytics interpretation and progress reporting
- Track and report on soft services sustainability KPIs (waste diversion, landfill reduction, recycling rates)
- Coordinate with FM teams on waste data collection, completeness, and quality
- Support Bin It Right, Oscar and other waste engagement programme delivery as required
- Produce waste/soft services progress reports for client-facing governance updates
Data & Performance Analytics
- Interpret performance metrics across carbon, energy, water, and waste programmes
- Support dashboard development and maintenance (in collaboration with P1 Analyst where applicable) • EUI benchmarking support and utility data oversight
- Manage energy, waste, and water data collection within JLL's technology platform
- Produce monthly and quarterly reports tailored to client-specific requirements
Reporting & Governance
- OP submissions support – preparation, coordination, quality assurance
- Client-facing updates and programme performance metrics reporting
- Programme performance governance reporting (Creego, client ROBs)
- ESG compliance documentation support (CDP, GRESB, DEFRA, NGERs)
- Support corporate reporting objectives – management information on utilities and environmental impact
- Ensure success stories are tracked and communicated to maintain programme awareness and engagement
Stakeholder Engagement & Regional Interface
- Bi-weekly connects with BB programme leads and regional stakeholder teams
- Engage with JLL facility managers, D&C leads, and engineering teams as working-level point of contact for sustainability programme delivery
- Foster strong working relationships with internal and external stakeholders – collaborative, solutions-oriented
- Establish strong working relationships with workstreams to deliver against KPI targets
- Site team and/or vendor coordination and chase-ups on project delivery
- Leverage client tools and in-house JLL tools for problem-solving; identify and secure alternative tools as needs arise

Requirements – Essential
University degree in engineering, environmental science, energy management, or related discipline
2–4 years’ experience in sustainability operations, energy management, or carbon programme delivery
Programme/project management capability – able to manage multiple workstreams simultaneously
Data literacy – comfortable interpreting performance data, utility metrics, and benchmarking outputs
Experience working with/within FM or IFM teams
Strong stakeholder communication – able to engage confidently with senior client stakeholders
Self-starting, collaborative, comfortable navigating ambiguity
Requirements – Desirable
Experience with corporate real estate sustainability programmes
Familiarity with EMEA energy markets and regulatory frameworks (ESOS, EPBD)
Sustainability data platforms (QuickSight, Power BI, or similar)
M&V planning or energy audit experience
Understanding of decarbonisation strategies in commercial real estate

Working Environment

Travel: Nominal pan-European travel expected
