Job Description:
Leads the Emergency Medical Services (EMS) Clinical Education program and department to carry out a full range of learning and development activities for external and internal customers.
Principle Responsibilities
- Supports department operations for Emergency Medical Services (EMS) Clinical Education to include Internal, External, and Critical Care, Onboarding, and the Heart Safe Communities.
- Defines and establishes employee and department standards of performance.
- Assists in the development of the department strategic and financial plan and proposed annual budget.
- Maintains accountability for the financial performance plan.
- Identifies and implements department goals and objectives, process management and quality improvement.
- Collaborates on, recommends tactics, and supports system and service line goals.
- Establishes and maintains professional relationships with internal and external partners.
- Leads staff in the development, design, delivery, implementation and evaluation of internal and external EMS programs to include internal and external clinical education, Field Training (FTO) program, new employee academies, critical care, and employee return to work.
- Maintains quality standards in education services and programs.
- Manages educational technology programs.
- Manages Heart Safe program.
- Leads Department.
- Manages staffing level budget to include hiring and staffing.
- Provides training, team building, performance management and professional development for employees.
- Provides assistance to the Office of the Medical Director in review, remediation, and performance improvement.
- Serves as the training officer of the record for National Registry of Emergency Medical Technicians (NREMT), Minnesota Office of Emergency Medical Services (MN OEMS), and Wisconsin Office of Emergency Medical Services (WI OEMS).
- Other duties as assigned.
Required Qualifications
- Bachelor's degree in EMS, Education, Nursing depending on clinical setting or relevant field (Employees hired prior to March 1, 2026, in this position may substitute additional EMS experience in lieu of Bachelor’s Degree)
- 5+ years of EMS education or relevant experience such as fire, law enforcement, health care or relevant field
- 4+ years in progressive leadership in an EMS service or program
Preferred Qualifications
- 4+ years in leading a FTO program, staff development, new employee academy and/or return to work process for an EMS service or program
Licenses/Certifications
- Must meet ONE of the following requirements upon hire:
◦ Certified Emergency Medical Technician (EMT)-MN Office of Emergency Medical Services
◦ Certified Paramedic-MN Office of Emergency Medical Services
◦ Licensed Registered Nurse-MN Board of Nursing required for Registered Nurses practicing in Minnesota
◦ Licensed Registered Nurse-WI Dept of Safety & Professional Services required for Registered Nurses practicing in Wisconsin
◦ Certified Paramedic and Registered Nurses – Advanced Cardiac Life Support (ACLS), Basic Life Support (BLS) and Pediatric Advanced Life Support (PALS) Provider Certification from American Heart Association or American Red Cross required upon hire. After hire recertification required through American Heart Association
◦ Certified Emergency Medical Technician, Basic Life Support (BLS) from American Heart Association or American Red Cross. After hire recertification required through American Heart Association - Post hire requirements:
◦ American Heart Association ACLS/BLS/PALS Instructor Certification required within 6 months of hire for Certified Paramedic and Licensed Registered Nurse
◦ American Heart Association BLS Instructor Certification required within 6 months of hire for Certified Emergency Medical Technicians - Department of Transportation Instructor Certification preferred

Pay Range
Pay Range: $46.42 to $64.22 per hourThe pay described reflects the base hiring pay range. Your starting rate would depend on a variety of factors including, but not limited to, your experience and education.
