SUPERVISING COMPREHENSIVE CARE NURSE

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.


AGENCY PROMOTIONAL ONLY

This recruitment is open to current County of Orange, Health Care Agency employees only. 
This recruitment is being held to establish an Agency Promotional eligible list to fill current and future Supervising Comprehensive Care Nurse positions within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications within Health Care Agency.

THE PROGRAM
Correctional Health Services (CHS) is comprised of two separate entities. Adult Correctional Health Services (ACHS) provides medical, dental, nursing, infection control, health education and pharmaceutical services at a community standard of care and provides mental health services, including 24-hour emergency triage and crisis intervention, suicide prevention, treatment beds, individual and group therapy, substance use counseling, medication assessment and discharge planning to all adult inmates in the County's five (5) correctional facilities. Juvenile Health Services (JHS) provides medical, nursing, dental and pharmaceutical services at a community standard of care for youth who reside in the County’s four (4) residential facilities operated by OC Probation and Social Services Agency (SSA).

THE OPPORTUNITY
The Supervising Comprehensive Care Nurse (Sup. CCN) is responsible for supervising the delivery of basic and emergency nursing services to inmates housed within the County’s correctional facilities; approximately 5,000 inmates per day, and over 50,000 inmates per year.

Responsibilities and duties for this position include, but are not limited to, the following:
  • Overseeing the delivery of routine and emergency nursing services on a 24-hour basis, ensuring patient care is provided in accordance   with established nursing protocols, agency policies, procedures, and guidelines, and the HCA Code of Conduct
  • Overseeing operations within the Intake Release Center including all mental health triage and housing areas
  • Providing supervision, mentoring, guidance, and ongoing support to Senior Comprehensive Care Nurses, serving as a key resource in the performance of their duties 
  • Identifying staff development needs and supporting the enhancement of staff knowledge and skills to ensure nursing competencies are maintained and consistently met
  • Maintaining current knowledge of federal, state and local laws, regulation, policies, and procedures which govern CHS operations
  • Collaborating with Human Resource Services on employee performance matters, including training, completing performance evaluations, addressing performance concerns, and supporting the recruitment, hiring and retention of nursing staff
  • Serving as a liaison between various entities that work with CHS
  • Performing other job-related duties as assigned or as operational needs require

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES 
While not required, the ideal candidate will possess four (4) or more years of Registered Nurse (RN) experience working in a correctional and/or clinical setting, and two (2) or more years of experience supervising clinical and/or nursing staff.

In addition, the ideal candidate will also have extensive experience in the following core competencies:

Professional and Technical Expertise:
  • Performing clinical risk assessments to evaluate potential danger to self, danger to others, and/or grave disability (i.e., 5150, 5250, etc.)
  • Identifying and addressing operational inefficiencies within nursing unit, including those related to management and utilization of medical supplies and medications
  • Researching and seeking information about quality improvement in the nursing care setting from relevant institutional and regulatory sources
  • Responding to and resolving critical staffing and patient care emergencies in real time; taking prompt and effective action to ensure patient and staff safety and prevent injury or loss of life
  • Ability to provide competent, accurate, and professionally testimony if subpoenaed by court
  • Reducing jail-related liability and organizational risks by ensuring compliance with applicable federal and state laws, regulations, and mandated standards
  • Utilizing Tech Care and other healthcare related systems effectively

Leadership | Managing Performance:
  • Supervising and directing nursing staff in carrying out and prioritizing essential nursing functions to achieve quality patient outcomes and support the achievement of Adult CHS Program goals
  • Serving as an effective role model, coach, and professional resource for all nursing staff
  • Engaging with nursing staff and actively listening to comments, concerns, and questions to strengthen communication, address issues, and enhance overall team performance 
  • Promoting a positive, high-morale workplace culture by recognizing, valuing, and supporting nursing staff and their contributions to the organization
  • Educating and guiding nursing staff in delivering patient-centered care with professionalism, sensitivity, and respect for the diversity of incarcerated patients
  • Exercising sound judgment in determining the appropriate time and setting to initiate and conduct investigations involving nursing staff performance concerns, in collaboration with Human Resource Services

  • Practicing a high level of being alert and aware of any environmental hazards, personal safety, and security while providing care and treatment to patients with medical and mental health needs

SPECIAL QUALIFICATIONS
  • Applicants must NOT have felony convictions or be on any form of probation
  • Must be able to pass and maintain background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes; completing a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.)
  • The Correctional facilities are a 24-hour, 7 day a week facility, incumbents must be able to work on weekends, evenings or night shift and holidays

RECRUITMENT PROCESS
