Senior Program Manager - Business Transformation & Enterprise Systems Implementation (Oracle Utilities)

Our client is seeking a Senior Program Manager to lead a large-scale business transformation initiative centered on Oracle Utilities systems implementation. This role demands a strategic leader capable of orchestrating cross-functional teams, managing multi-million-dollar budgets, and delivering measurable business outcomes in a complex utility environment.

Responsibilities & Qualifications

• Lead end-to-end large-scale enterprise transformation program encompassing Oracle CCS/CC&B, WACS, and integrated utility systems with accountability across all phases from planning through deployment
• Establish and maintain program governance structures, steering committees, and executive reporting cadence; serve as primary liaison between executive leadership, business units, IT, and external partners
• Develop and manage integrated program plans, multi-million-dollar budgets, and resource allocations while tracking benefits realization and business outcomes
• Drive business process redesign and optimization through facilitated workshops; assess current-state processes and design future-state operating models aligned with business objectives and regulatory requirements
• Coordinate end-to-end implementation activities including requirements gathering, solution design, testing, data conversion, training, and deployment across Oracle and related systems
• Oversee vendor and system integrator relationships; drive accountability, manage dependencies, and ensure delivery against timelines and quality standards
• Develop and maintain comprehensive risk mitigation plans, contingency strategies, and change management approaches; monitor program health and escalate risks proactively
• Champion process improvement and operational efficiency initiatives using methodologies such as Lean, Six Sigma, and Business Process Management (BPM)

Requirements

• 10–15 years of program and project management experience with demonstrated success leading large-scale enterprise transformations and ERP implementations
• Deep expertise in Oracle Utilities systems, specifically Oracle CCS/CC&B and WACS implementation and integration
• Proven experience managing multi-million-dollar program budgets, financial performance tracking, and resource optimization
• Strong knowledge of utility industry operations, regulatory requirements, and business processes (customer billing, field service, outage management, etc.)
• Advanced competency in program governance, project governance frameworks, and executive stakeholder management at C-suite level
• Demonstrated expertise in business process redesign, change management, and organizational transformation methodologies
• Strong analytical and communication skills with ability to synthesize complex information and present clear status, risks, and financial performance to executive audiences
• Vendor management experience and proven ability to coordinate across multiple system integrators, IT teams, and business stakeholders in matrix environments
