Responsibilities include but are not limited to:

•  Know, understand, and align with the company’s safety, occupational health, and environmental policies. Also, know the risks linked to their activities. Be aware of the preventive measures set to control these risks.
• Support the Regional HSSE Manager in deploying the regional HSE strategy and accomplishing the annual HSE plan for Central America.
• Coordinate the implementation of IMAS system elements across the region’s terminals and track compliance progress by site.
• Conduct internal audits of the IMAS system and the ISO 45001 standard at the terminals, in accordance with the approved schedule, and participate in inter-regional audits when required.
• Consolidate, analyze and validate HSE performance data, including SUSACs, near misses and incidents, using the corresponding corporate platforms, in order to identify trends and propose targeted interventions.
• Prepare the monthly performance package for the Regional HSSE Manager and develop specific analyses as the need arises by Regional Management or Global HSEC.
• Lead or co-lead investigations of Level 2+ incidents and high-potential near misses —HiPo—, applying methodologies such as ICAM and 5 Whys, ensuring the technical quality of reports.
• Supervise corrective and preventive actions from incidents, audits, MOCs, and MARA. Ensure timely and effective closure. Advance overdue or critical actions quickly.
• Facilitate risk assessment sessions —HAZID, HAZOP, What-If and Bow-Tie— for non-routine operations, operational changes and projects, ensuring the documentation of results and follow-up of agreed actions.
• Conduct first-instance reviews of Management of Change (MOC) documents focusing on HSE. Recommend approval or refer to the Regional Manager if issues block progress. The choice depends on impact and risk levels.
• Coordinate the deployment of regional HSE campaigns, including communications, training and field assurance activities.
• Design and deliver HSE training at the regional level on topics such as incident investigation, risk assessment, MOC, contractor management, process safety fundamentals and emergency response.
• Provide coaching, mentoring and technical support to the HSE Supervisors and Coordinators at each terminal, promoting the strengthening of their competencies and the continuous improvement of local performance.
• Coordinate the execution of the regional emergency response drill program at the terminals and support the Regional HSSE Manager during crisis management exercises and responses to actual incidents.
• Complete the regional contractor HSE assurance program, including field audits, walkdowns and planned inspections of critical or high-risk work.
• Maintain the regional HSE legal and regulatory compliance register across the five countries, supervising new obligations, regulatory changes and compliance gaps.
• Serve as the operational liaison between the Regional HSSE Manager and the local Superintendents, Supervisors and HSE Coordinators, ensuring alignment and consistency in the implementation of the HSE system.
• Represent the Regional HSSE Manager in meetings, forums or specific interactions when required, including engagement with regulatory bodies, external auditors and customers.
• Conduct frequent visits to the region’s terminals to verify compliance with the HSE system, support the resolution of technical issues and demonstrate transparent safety leadership.
• Participate in the development, review and updating of regional HSE procedures, guidelines, standards and competency matrices.
• Drive accountability and sustained improvement of HSE performance through audits, inspections, periodic reviews and structured action follow-up.
• Lead by example, demonstrating ongoing commitment to HSE principles, ethical behavior, professional integrity and responsible decision-making.

Knowledge, Skills and Abilities

•  University degree in Industrial, Chemical, Mechanical, Petroleum or Environmental Engineering or related fields, with proven knowledge of health, safety, environment and/or process safety.
• 7 to 10 years of HSE experience, preferably in multi-site or regional-scope roles, within bulk liquid storage and distribution, oil & gas, midstream, petrochemical or similar high-hazard industries.
• Solid knowledge of the IMAS system — Impala HSE Management System. Familiarity with the ISO 45001 framework is also required. Prior experience in coordinating, implementing, or auditing HSE management systems is meaningful.
• Familiarity with international standards and industry good practices, including ISO 14001, ISO 9001, API and NFPA, among others.
• Certification as ISO 45001 Internal Auditor; Lead Auditor certification will be considered desirable.
• Formal training in incident investigation methodologies, such as ICAM, 5 Whys or equivalent methodologies.
• Practical knowledge of risk assessment techniques, including HAZID, HAZOP, What-If, Bow-Tie and JSA, as well as Management of Change —MOC— processes.
• Experience using corporate HSE data management platforms, such as Sphera, Intelex, Enablon or equivalent.
• Digital literacy!
• Ability to visualize, analyze and interpret data.
• Strong leadership, coaching, communication and facilitation skills, with the ability to influence without direct authority and to work effectively with multidisciplinary and multicultural teams.
• Native or fully professional proficiency in Spanish, and at least intermediate-level verbal and written English.
• Availability to travel frequently within the region.
• Safety, execution and results orientation, with an analytical, methodical and continuous-improvement approach!
• High initiative, reliability and capacity to prioritise multiple priorities simultaneously in a dynamic environment.
