Job Description:

The Team Leader – RISE (Rapid Interventions through Shared Engagement) provides overall leadership and management of the nine-month Disaster Risk Reduction (DRR) project in Central Tapanuli, North Sumatra. Leading a team consisting of a Project Coordinator, Finance Coordinator, and Project Officer, the role ensures the effective implementation of key project activities, including the development of contingency plans, strengthening of Desa Tangguh Bencana (DESTANA), Satuan Pendidikan Aman Bencana (SPAB), and food security initiatives. The position is responsible for project planning, implementation, budget and compliance management, stakeholder coordination, risk management, and timely reporting while working closely with government, communities, and partners to strengthen local disaster preparedness and resilience.

About The RISE Project.

As part of its partnership with World Vision US, Wahana Visi Indonesia (WVI) will implement the Disaster Risk Reduction (DRR) component of the RISE (Rapid Interventions through Shared Engagement) project under Pillar 1: Preparedness and Disaster Risk Reduction. The project is funded by the U.S. Department of State's Bureau of disaster and humanitarian in collaboration with more than 20 faith-based organizations worldwide. Building on the six-month emergency response implemented in Central Tapanuli from January to June 2026, the project will strengthen local disaster preparedness by supporting the local government to develop contingency plans for priority hazards, assisting villages in establishing Desa Tangguh Bencana (DESTANA), and strengthening school preparedness through Pillar 2 of the Comprehensive Safe School Framework: School Disaster Management. Based on assessment findings, the project will also support communities through small-scale livelihood interventions, including food security and financial literacy activities. In addition, a crisis modifier component is incorporated to enable rapid response should a disaster occur during the project implementation period.

All staff are expected to contribute to Wahana Visi Indonesia’s core approaches—Transformational Development, Advocacy, and Emergency Response. During emergencies, this role may be required to support organizational readiness and response efforts, ensuring timely, coordinated, and accountable delivery of assistance in line with established systems and standards.

Strategy Development & Planning

• Lead the strategic planning and implementation of the RISE project, ensuring alignment with Wahana Visi Indonesia's Disaster Management Strategy, donor requirements, and national and local Disaster Risk Reduction (DRR) priorities.
• Provide technical leadership and guidance to the project team to ensure quality and coherent implementation of contingency planning, Desa Tangguh Bencana (DESTANA), Satuan Pendidikan Aman Bencana (SPAB), and community resilience activities across the project area.
• Develop and oversee project work plans, implementation schedules, and performance targets to ensure timely delivery of project outputs within scope and budget.
• Monitor contextual risks and emerging hazards, adapting project strategies and priorities based on assessment findings, local capacities, and evolving disaster risks, including activation of the crisis modifier when required.
• Strengthen coordination with local government and key stakeholders to ensure project interventions are integrated into district and village disaster preparedness and resilience planning.
• Ensure all project strategies and activities integrate cross-cutting priorities, including safeguarding, gender equality disability and social inclusion (GEDSI), community feedback mechanism, climate resilience, and localization.

Resource Acquisition & Management

• Manage project resources efficiently, ensuring proper utilization of budgets, staff time, and operational assets.
• Review and approve district-level budget forecasts, procurement requests, and activity plans.
• Ensure compliance with donor regulations, financial standards, and organizational policies at all project levels.
• Oversee timely and accurate reporting to donors, including narrative updates, data summaries, risk reports, and success stories
• Support planning for surge capacity during emergency response

Capacity Building/ Technical Works

• Provide technical leadership on DRR including SPAB and DESTANA
• Mentor and supervise Project Coordinator, providing regular coaching, performance monitoring, and professional development.
• Facilitate capacity-building sessions for staff, partners, and local health workers on key technical areas, including vaccination microplanning, surveillance indicators, and social behavior change.
  • Support the development and rollout of tools, guidelines, SOPs, and technical reference materials.
• Conduct field monitoring visits to ensure quality implementation and provide corrective actions as needed.
• Facilitate cross-district learning and sharing of best practices
  • Identify systemic capacity gaps and recommend solution

Accountability & Quality Assurance

• Ensure high-quality project implementation through regular reviews, monitoring missions, and coordination with the MEAL & Data Specialist.
• Develop AP monitoring system and tools and ensure it is used by all staff and operating model partner to track the progress of project implementation, and to capture learning. 
• Lead internal assessments and contribute to evaluations, ensuring evidence-based learning informs program adaptation.
• Monitor and validate the achievement of activity / output / outcome implemented by operating model partner
• Ensure that the monitoring process is of high quality and meets standards
• Promote strong accountability mechanisms to beneficiaries, partners, and government stakeholders.
• Oversee quality assurance processes, including Data Quality Assessments (DQA), safeguarding compliance, risk analysis, and reporting integrity.
• Ensure project documentation, activity records, and evidence are complete, accurate, and audit-ready.

Network  & Coordination

•  Serve as the main liaison with District Government, national government and other partners including with WV US.
• Represent the project in coordination forums, partner meetings, donor visits, and joint field missions.
• Foster strong collaboration with government, community organizations, and local partners.
• Strengthen communication channels between district teams, MEAL unit, and senior management to maintain consistent information flow.
• Coordinate cross-district learning exchanges, joint planning sessions, and collaborative problem-solving..

Management & Leadership

• Manage project business plan and budget.  
• Submits periodical/ monthly accomplishment report
• Build and maintain positive spirit of working in team with other staff in respective unit and department 
• Provide line management for CGPP’s team, including performance management, coaching and capacity building.
• Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
• Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
• Manage all risks related to project according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.

Requirement

• Bachelor’s degree in Disaster Management, Emergency Management, Development Studies, Social Sciences, International Relations, Environmental Science, Humanitarian Studies, or related fields.  
• Minimum 3-5 years of professional experience in Disaster Management, Humanitarian Response, Disaster Risk Reduction (DRR), Emergency Preparedness, or related fields, preferably within an NGO, INGO, or humanitarian organization.
• At least 2 years in managerial or coordinator role.
• Experience in coordinating with government authorities, humanitarian partners, local organizations, churches/FBOs, donors, and other stakeholders.
• Proven experience in capacity building, including designing and facilitating training for staff, partners, and communities on disaster management competencies.
• Experience in proposal development, budgeting, donor reporting, and resource mobilization for humanitarian or resilience programs is an advantage.
• Experience in integrating DRR, Anticipatory Action (AA), and Climate Change Adaptation (CCA) approaches into programs is preferred.
• Demonstrated English proficiency with a minimum TOEFL score of 550 and Bahasa as native.
• Team leader will be based in Tapanuli Tengah for the whole duration project with minimum travel to Jakarta for project coordination.
• Specialized training in DESTANA, SPAB and Contigency plan development.
