Data Scientist (Data Analytics Officer) - Sr.

Overview

The Senior Data Analytics Officer develops standardized performance-evaluation methods and analytical products that turn executor capability and operational data into actionable insights. The position identifies trends, gaps, anomalies, and optimization opportunities that inform resource allocation, operational planning, collection management, and leadership decisions.

Responsibilities

• Develop standardized performance-evaluation methodologies that produce actionable operational insights.
• Integrate and analyze large volumes of diverse intelligence and operational data from multiple sources.
• Assess executor capabilities and performance to identify trends, gaps, anomalies, risks, and optimization opportunities.
• Develop analytical products supporting operational planning, collection management, resource allocation, and decision-making.
• Create metrics, KPIs, scorecards, and performance-measurement frameworks that assess operational effectiveness.
• Build and maintain executive dashboards, data visualizations, recurring reports, and leadership briefings.
• Provide data-driven recommendations for organizing, managing, validating, and cleansing enterprise data.
• Support quarterly and annual reporting, including compilation of operational data for USD(I) or other directed reports.
• Document analytical methods, assumptions, data limitations, quality controls, and findings.
• Coordinate with operational stakeholders, data engineers, tool administrators, and leadership to validate analysis and requirements.

Qualifications

• Senior-level experience in data analytics, operations research, performance measurement, intelligence analysis, or a related discipline.
• Proficiency with Microsoft Excel and one or more analytical platforms such as Tableau, Power BI, R, Python, or statistical software.
• Experience developing metrics, KPIs, dashboards, and performance-measurement frameworks.
• Demonstrated ability to analyze large datasets and identify meaningful trends, patterns, anomalies, and operational implications.
• Strong understanding of CI/HUMINT operations, collection-management processes, or comparable intelligence mission activities.
• Experience producing analytical reports, executive briefings, and recommendations for diverse technical and leadership audiences.
• Excellent analytical judgment, attention to detail, and written and verbal communication skills.

Preferred Qualifications

• Experience supporting DIA, DoD, or Intelligence Community data and operational reporting requirements.
• Knowledge of data governance, data quality, enterprise data ingestion, or cross-domain information environments.

Clearance and Work Requirements

• Active TS/SCI CI Poly and ability to work on-site at the DIA Government SCIF in Reston, Virginia during COR-established working hours.
• Ability to comply with applicable DIA, DoD, Intelligence Community, cybersecurity, records-management, classification, and information-handling requirements.
• Ability to work effectively in a non-personal services environment in which contractor personnel remain accountable to contractor management.
