King County International Airport – Boeing Field (KCIA) is seeking a dynamic and leadership-oriented candidate to serve in a Special Duty Assignment (SDA) as a Capital Project Manager III. In this role, you will lead the full scope of project management work required to implement all phases of design and construction of airfield capital improvement projects. This role requires a solid background in project planning, monitoring, and reporting and involves close collaboration with KCIA’s Engineering and Finance teams as well as other King County departments including Procurement and Permitting.
ABOUT KING COUNTY INTERNATIONAL AIRPORT (BOEING FIELD)
KCIA is one of the busiest primary non-hub general aviation airports in the nation. Located just four miles south of downtown Seattle, it averages 180,000 aircraft operations each year. KCIA ranks among the most successful public investments in state history. The airport's annual economic impact is $3.5 billion - supporting more than 16,000 jobs and providing $1.8 billion in labor income in the county. KCIA promotes the health of the aviation industry by establishing pipelines for employment and for employee development.
As a general aviation airport, KCIA serves small, commercial passenger airlines, cargo carriers, including UPS, private aircraft owners, helicopters, corporate jets, and military and other aircraft. It is also the final delivery center for the Boeing Company's 737 aircraft and serves as the company's military flight center along with other Boeing operations. The Museum of Flight is located on the airport property with a wide variety of aircraft and exhibits showcasing aviation history. KCIA frequently is host to celebrities and dignitaries, who prefer Boeing Field because of its proximity to downtown Seattle and convenient connections to other business districts in the region. Due to its proximity to Lumen Field, T-Mobile Park, and other sports venues, many teams prefer to use KCIA when playing in Seattle.

Scope of Job Duties: To be considered for this opportunity, you must demonstrate the knowledge, skill and ability to:
- Lead major multi-phase infrastructure programs from concept screening through planning, environmental review (NEPA/SEPA), design, procurement, and construction, including programs of $100M or greater involving multiple concurrent projects, contracts, and funding sources.
- Serve as primary administrator of capital project monitoring and reporting systems (e.g., PRISM or equivalent) and develop and maintain performance dashboards, data summaries, and reporting packages to support executive decision-making and ensure portfolio transparency.
- Develop program and project budgets; prepare cost and schedule analysis reports; synthesize budgets across multiple concurrent projects; propose and justify budget revisions and resource reallocations in response to changing program conditions.
- Initiate, review, and approve change orders for assigned projects; negotiate contract scope, budget, and schedule with consultants and contractors; supervise preparation of bid specifications and lead procurement processes for complex professional services and construction contracts.
- Lead internal and external stakeholder engagement for major capital programs, including facilitation of cross-functional workgroups, public outreach, and presentations to elected officials, regulatory agencies, and community groups.
- Promote a pro-equity environment throughout all phases of project development and execution.
- Foster partnerships with internal teams, external collaborators, and the community.
- Manage scope, schedule, and budget of projects from inception to construction close-out, working collaboratively with an interdisciplinary project team to ensure timely completion of work that is in alignment with the standards set by King County’s Capital Project Management Working Group (CPMWG).
- Review consultant submissions for completeness and compliance with KCIA objectives such as high-quality design, the King County Strategic Climate Action Plan (SCAP), and FAA design requirements. Coordinate internal and external reviews of architectural and engineering design documents.
- Ensure all necessary county, state, and federal permit approvals are received and assemble project bid documents. Administer the public bid/quote process and recommend action on design and construction contracts.
- Monitor progress of construction including responding to requests for information, issuing field directives, FAA Reporting, and other construction-related tasks.
- Conduct site inspections for quality assurance and solve field condition issues in an efficient manner.
- Review and approve consultant and contractor change orders and payment requests in alignment with CPMWG and FAA standards.
- Coordinate work with other airfield capital projects and ongoing airport operations.
Our Ideal Candidates will:
- Possess advanced knowledge of capital improvement program (CIP) administration, including governance frameworks, prioritization methodologies, multi-year budget management, and reporting systems.
- Have experience with capital project monitoring and business intelligence systems (e.g., PRISM, Power BI, or equivalent) and skills in developing dashboards and performance reporting tools for portfolio-level oversight.
- Be able to manage complex capital improvement projects, tasks, and priorities using a wide variety of disciplines to achieve desired goals.
- Be a champion of equity and social justice and be comfortable having candid and sincere conversations with all employees and partners about these topics.
- Possess excellent communication skills and an ability, both orally and in writing, to respond to public inquiries.
- A Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification from the Project Management Institute (PMI) is highly desirable.
- This position will be working onsite at the King County International Airport.
- The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is 7277 Perimeter Rd S, Seattle, WA 98108, USA.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime.
- Typical hours are Monday – Friday 8am – 5pm.
