Public-Private Partnership (P3)
The Public-Private Partnership (P3) Collaboration Unit was created in 2022 through Colorado legislation via Senate Bill 22-130 to plan, design, manage, develop, operate, implement and govern the use of P3 projects for the State of Colorado within the Department of Personnel & Administration.
The P3 Collaboration Unit administers and manages all responsibility for P3 projects to include the creation of program requirements; analysis and approval or denial of the project proposals; documentation of funding and funding alternatives; due diligence requirements; reporting requirements; policies; standard operating procedures; project thresholds; and technical assistance for any approved public projects.
The position supports the Public Private Partnership Collaboration Unit through the management of complex redevelopment projects on State-owned property. Under the supervision of the Public Private Partnership Director, the Project Manager is responsible for planning, budgeting, scheduling, coordinating, implementing, and monitoring public-private partnership projects from the predevelopment phase through construction, occupancy, and long-term operations. The Project Manager serves as the State’s representative throughout project delivery, coordinating with development partners, consultants, State agencies, local governments, contractors, and community stakeholders to ensure projects remain on schedule, within budget, in compliance with contractual requirements, and aligned with the State’s strategic objectives. The Project Manager oversees project execution, monitors budgets and schedules, administers project contracts and compliance requirements, manages project risks, coordinates multidisciplinary teams, and provides recommendations to leadership regarding project performance, operational outcomes, and opportunities for continuous improvement.
A summary of the duties and responsibilities will include, but are not limited to, the following:
- Oversee all aspects of project implementation including project planning, budgeting, scheduling, design coordination, construction oversight, and occupancy.
- Prepare and monitor project budgets, operating budgets, multi-year cash flow projections, project schedules, and other project management documentation while ensuring successful project delivery.
- Serve as the State’s primary day-to-day project manager and liaison with development partners, consultants, contractors, State agencies, local governments, and community organizations.
- Coordinate project activities, facilitate meetings, resolve issues, build stakeholder relationships, and ensure timely communication throughout project implementation.
- Monitor compliance with development agreements, consultant contracts, interagency agreements, and other project-related contracts.
- Track contractual deliverables, milestones, reporting requirements, and performance obligations to ensure compliance with State requirements.
- Coordinate with legal counsel, project partners, and State agencies to resolve compliance issues and recommend corrective actions when necessary.
- Assist with project scoping and consultant procurements as needed.
- Following selection of the development partner, manage project scope, budgets, schedules, consultant contracts, risk management, change management, and coordination of outsourced services to support successful project implementation.
- Identify potential State-owned assets for redevelopment and conduct due diligence.
- Prepare project feasibility analyses and recommendations for the Public Private Partnership Director and executive leadership.
- Coordinate with State agencies and local jurisdictions regarding zoning, permitting, environmental review, infrastructure, financing, and other project requirements necessary to advance redevelopment opportunities.
- Lead regular project meetings with consultants, development partners, contractors, and external stakeholders.
- Track action items, monitor project schedules, and communicate project status, risks, and progress to internal stakeholders and executive leadership.
- Review consultant work product, including financial analyses, engineering reports, project plans, and policy recommendations.
- Evaluate project performance, identify risks and opportunities, and provide strategic recommendations to the Public-Private Partnership Director and executive leadership regarding project advancement.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
- Preferred Certified Associate in Project Management or Project Management Professional (PMP) Certification
- Previous State service related to the work assigned to the position
- Previous work experience in planning, entilments or development
