The Payroll Technician performs specialized accounting work of a complex nature in the Payroll Section; Process various payroll and other fiscal records related to deferred compensation, income tax withholding, retirement, various insurances, COBRA, union remittances and garnishments; performs other work as required.  Applies laws, rules, and regulations related to payroll operations; Investigates, balances, audits, and assists with the payroll components of the County’s accounting system. Participates in the operation of the Finance and Accounting department.  Provides payroll accounting, accounts payable backup and other related services for County departments.  Inputs and verifies all timesheets for accurate recording of information.  Reviews and inputs employee information provided by Human Resources.

Knowledge, Skills, and Abilities

The individual in this role is expected to possess and exhibit the following knowledge, skills, and abilities.


Knowledge

  • Extensive knowledge of office accounting practices, procedures, and techniques.
  • Knowledge of business English, spelling, punctuation and automated accounting and payroll systems and computer processes and capabilities to assemble, review, and maintain complex accounting, budget, or fiscal transactions.
  • Good knowledge of federal and state laws relating to social security and other tax requirements; deferred compensation withholding requirements and limitations; the BOLI Wage and Hours Laws; the Tillamook County Retirement Plan for Certain Employees, PERS, including eligibility laws and collective bargaining agreements for AFSCME and Teamsters unions.    
  • Knowledge of established procedures and specific guidelines in the form of agency policies and procedures, specific related regulations, precedent actions, and processing manuals are readily available for doing the work.  However, they are not always applicable to the work requirements or circumstances.   This means the employee has to rely on experienced judgment to fill in gaps, identify sources of information, and make working assumptions about what transpired.  As a result of the employees’ analysis, there may be suggestions for changes to the guidelines themselves, control mechanisms may be developed, or additional training for other employees may be established.


Skills

  • Skill in using computers including word processing, spreadsheets and computer data entry and a variety of accounting software; skill in office equipment operation.
  • Skill in accurately processing large volumes of data within strict, unalterable timelines.
  • Skill in researching and analyzing complex payroll data.
  • Skill in preparing clear and concise financial reports.
  • Skill in reconciling general ledger balances to payroll system.
  • Skill in the use of computerized financial information and reporting systems.  


Abilities

  • Ability to use nonstandard procedures and techniques to resolve unusual problems or address management requirements.
  • Ability to use initiative and judgment in completing tasks and responsibilities.
  • Ability to use resourcefulness and tact with County employees when explaining difficult procedures and regulations.
  • Ability to understand and implement Personnel rules and how to apply those rules to represented and non-represented employees. 
  • Ability to establish and maintain cooperative and effective working relationships with County employees, independent auditors, agency representatives, vendors, contractors, department heads and the public;  ability to develop and work with spreadsheets and conduct Internet research.
  • Ability to maintain confidentiality.


Required Qualifications (Minimum qualifications for this role)

Education

  • High School diploma or equivalent; Associate's degree preferred.

Experience

  • One (1) year of experience of progressively responsible payroll processing.

Certifications or Licenses

  • At time of appointment, must possess a valid Oregon driver's license, or be able to attain one within six (6) months of hire, and maintain an acceptable driving record.

Preferred Qualifications

  • Collective Bargaining Agreement payroll experience.

Other Qualifications

  • Must pass a pre-employment criminal history background check.

Duties assigned to this classification include, but are not limited to, the following examples.

  • Processes the County-wide payroll program.  Audits and calculates time sheets, inputs data into accounting system, balances payroll, generates and disburses checks/vouchers, and runs audit reports.  Prepare reports for payroll, insurances, workers’ compensation, IRS, retirement, and other benefits.  Post reconciled accounts to general ledger.  Issue W-2s and 1095-Cs.  Ensures compliance with appropriate regulations and policy.  Meets with County Treasurer and Human Resources and Risk Management Director to clarify and resolve pay plan issues, clarify personnel rules, and ensures compliance with collective bargaining agreements.  
  • Monitors, processes, records, and maintains employee payroll database, including new hire information, withholding information, benefit information, and voluntary deductions.  
  • Applies thorough knowledge of automated payroll system in preparing semi-monthly payroll for all employees. 
  • Corrects time reporting changes or errors, calculating the correct pay amount, leave balances, retirement, union, FICA, workers compensation, unemployment, and disability amounts; processes any changes in employee voluntary deductions. 
  • Processes garnishments, federal and state liens on wages and Support Orders received. 
  • Assists and backs up review and accuracy of 941 forms, Oregon Quarterly/FRANCES, W-2s, and 1095-Cs.
  • Assists and provides back-up in Reconciling and transmitting electronic remittance on all deferred compensation and retirement funds to third party carriers on a monthly basis.  Verifies monthly or quarterly statements from carriers to individual employee records. 
  • Provides back-up in advising department and employees on the proper form completion of income tax withholding forms (W-4); notifies Oregon Department of Revenue as required, based upon certain reporting requirements. 
  • Prepares monthly union remittances, e.g., dues, fair share and insurance and other voluntary deductions.   Reconciles system-generated reports to the remittance. 
  • Assists employees and departments in resolving payroll concerns and responds to representatives from other agencies on payroll issues. 
  • Assists with the County Public Employees Retirement System (PERS) account by collaborating closely with Payroll Specialist and Oregon PERS representatives, aligning payroll software integration, and ensuring seamless communication between systems and stakeholders.
  • Assists and provides backup for all PERS reporting requirements, including eligibility, wage and demographic reports.


Performs additional duties as assigned.

Supervisory Responsibilities
  • Supervision is not a function assigned to this role.

Supervisory Controls

  • Works under general supervision with recurring tasks performed independently. The supervisor provides professional advice on non-routine matters, and periodic reviews are conducted to ensure adherence to expected results.

Physical effort 
  • The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, laptop bag, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Work environment

  • Everyday Risks/Discomforts: require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
