JOB TITLE: Budget & Programming Officer

CONTRACT DURATION: 12 Months (Renewable subject to performance and availability of funding)


BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situation; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries.

 

 

ACCOUNTABILITIES & RESPONSIBILITIES (not all-inclusive nor exhaustive):

 

The Budget and Programming Officer reports to the Head of Budget & Programming Unit. He/she will be responsible for the following duties.

  • Create and review Country Portfolio Needs (CPN) and Implementation Plan (IP) budgets and monitor ongoing actual performance against these budget plans, ensuring adherence to guidance and policies, and provide financial analysis and advice to optimise resource planning and utilization.
  • Review and release budgets in WFP’s corporate systems ensuring that all budget supporting documents are available and comments and recommendations received in review processes are addressed before relevant budget data is recorded in internal systems for reference.
  • Analyze Country Strategic Plan (CSP) budgets and provide guidance and support to Country Office (CO) functional units on Country Strategic Plan closure activities, ensuring timely and appropriate actions are taken as per corporate guidelines and resources effectively transferred from closing Country Strategic Plan to the oncoming Country Strategic Plan. 
  • Monitor and manage resource pipeline to maximise operational effectiveness, adhering to standards and processes and providing advice on resource allocations based on pipeline shortfalls.
  • Advise spending units on timely and appropriate programming and utilization of funds to align with funding proposals and donor conditions including Terminal Obligation Dates (TODs) and Terminal Disbursement Dates (TDDs), proposing timely recommendations and possible corrective actions in close collaboration with relevant functional units.
  • Analyze and consolidate quarterly expenditure plans from spending units, undertake fund sub allotments (push-downs) as per available procedures and guidelines and provide appropriate budget codes on staff and non-staff expenditures to various spending units as required.
  • Consolidate inputs for CO monthly Resource Management and Allocation Committee (RMAC) meetings and ensure discussions, key highlights and action points emerging from RMAC meetings are captured in minutes and available for sharing with senior management for information or decision-making purposes. 
  • Contribute to the preparation and review of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, in close collaboration with CO and Global HQ counterparts as required.
  • Contribute to capacity development of CO staff in budgeting, fund management, operational planning through coaching around the regular day-to-day transactions as well as developing, updating and delivering training using available materials, manuals and guidelines.
  • Perform other relevant duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

 

Education

Advanced university degree (master’s degree or higher) in Business Administration, Statistics, Finance, Economics or other relevant field. Or first university degree (bachelor’s) in the above field with additional years of related work experience. Additional professional trainings in project management, statistical analysis and/or operational planning and management is desirable.

 

Required Experience:

For master's degree holder or higher: three years of progressively responsible work experience in budget planning and management, operational pipeline management or resource programming activities. For a candidate with a first university degree, at least five years of the above experience is required. Required experiences include the below:

  • Experience performing analytics of medium complexity and presenting the information to meet various audience needs.
  • Experience preparing, managing and reporting on operational budgets.
  • Experience in working with large datasets, extracting information from them in an easy to interpret manner.
  • A demonstrated and adequate understanding of information and financial systems and how those support the implementation of operations.
  • Thorough understanding of operational planning and business processes, rules and procedures and applying them consistently in the implementation and support of programme interventions. 

 

Required Knowledge & Skills:

  • Adequate knowledge of programme operational requirements and how these translate into resource management requirements, enabling the proposition of recommendations for improvement in a proactive rather than reactive manner.
  • Experience coordinating operational planning and fostering discussions around resource projections and implications on a programme-wide level, integrating trend analyses and ongoing discussions to drive the way forward.
  • Ability to consolidate and share resource management information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams.
  • Ability to coach, train and mentor a team of staff to deliver at expected levels.
  • Proficiency in Microsoft Office applications, especially Excel, Word, and PowerPoint.

 

Languages:

Fluency in both oral and written communication in English.


The recruitment / VA will also serve as a roster for lower grade level for the same contract type or other short-term contract modality, possible placement in different duty stations, in case of future operational need.
