Summary

Under general direction, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities.  This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public.

Flexibility to achieve performance excellence in a telework arrangement. Flexibility to deliver services in a telework environment and supervise colleagues in a telework environment.

Description

Duties and Responsibilities:

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability

  • Provides management oversight to responsible team through development of positive relationships focused on coaching and definition of objectives for professional growth

  • Manages development of eServices applications within Bexar County, involving configuring, designing, developing, testing, documenting, training users and resolving problems as needed

  • Maintains internal and external web presence and ensure availability of pertinent content; ensures web services are aligned with customer and community needs

  • Develops and supports social media presence through the use of data and metrics with supporting strategies focused on increased engagement

  • Ensures availability of critical geographical data through technology

  • Establishes and directs the innovation program, to include charter and governance processes, with a focus on internal improvement and community engagement

  • Provides internal education and awareness that supports a culture where innovation thrives

  • Manages distribution of work and project assignments across functional teams

  • Implements standards supported by reusable documented policies and procedures

  • Maintains knowledge on current and emerging developments/trends for assigned area(s) of responsibility, assess the impact, and collaborates with management to incorporate new trends and developments in current and future solutions

  • Develops and maintains business and strategic plans for assigned areas of responsibility, to include capacity planning, service offerings, strategic projects, and performance management

  • Manages and enhances organizational initiatives by positively influencing and supporting change management and/or departmental/enterprise initiatives within assigned area(s) of responsibility

  • Establishes and implements individual and team priorities, performance goals and objectives

  • Motivates, mentors, and leads team of direct reports to achieve high productivity, high quality, and develop effective business solutions

  • Works with colleagues to review the operation and effectiveness of resourcing programs within the organization and contributes ideas for changes and improvements as appropriate

  • Performs other related technology duties and projects as assigned

Minimum Qualifications:

  • Graduation from an accredited college or university with a relevant degree, 7+ years of experience, or an equivalent combination of education and experience

  • Must have solutions architecture, design, development and implementation experience

  • Must have budget/financial management experience

  • Must have PaaS, IaaS, BaaS, and SaaS experience

  • Must have IT services management experience, with emphasis in knowledge of web, geographic information systems, and social media platforms

  • Experience working directly with senior leadership on a regular and on-going basis

  • Excellent skills in leadership and management; strong skills in organizing, customer service, and troubleshooting; strong interpersonal skills including excellent negotiation and facilitation; results oriented, self-starter, self-motivated, focus on goals, and demonstrate a sense of urgency and creative/innovative/forward thinking skills

  • Ability to learn and train staff on industry best-practice software; ability to communicate well with multiple level audiences; ability to be a self-motivated and self-managed individual; ability to demonstrate leadership, problem-solving skills and team-building; ability to think creatively and strategically while handling difficult and complex issues; ability to anticipate future business needs and work closely with both business and technology vendors to implement solutions that meet business needs; ability to meet deadlines, connect and interrelate disparate ideas and thoughts, pay attention to detail, and work effectively with varying constituencies; ability to represent the County in a professional and effective manner; ability to operate mainframe and personal computer, and basic office equipment; ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public

  • Demonstrates technological intuitiveness

  • Must secure and maintain a favorable background investigation and clearance

  • Must clear a pre-employment physical and a pre-employment drug screen test

  • Required to be on call 24 hours

  • May be required to work more than 40 hours during the workweek

  • May be required to work weekends

  • This position may need to satisfy the requirement of completing and passing an assessment during the employment process

Preferred Certification/License:

  • Geographic Information Systems Certification

  • ITIL or Equivalent IT Service Management Certification

Preferred Qualifications:

  • Project Management Experience

  • Application Architecture Experience

  • Software Development Life Cycle Experience
