DEFINITION

Under general direction, directs the activities of the District Attorney’s administrative services and staff.  Assures compliance of department activities with state and federal laws and County policies and procedures; performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management personnel. Exercises direct supervision over supervisory, professional, technical, and/or administrative support staff.

CLASS CHARACTERISTICS

This is a management classification responsible for planning, organizing, reviewing, and evaluating administrative services functions in the District Attorney’s Office, including fiscal, budget, human resources, information technology, facilities, and administrative support. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which includes short- and long-term planning as well as development and administration of policies, procedures, and services in assigned areas of responsibility. Incumbents serve as a professional-level resource for administrative services analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

  • Develops, evaluates and implements department goals, objectives, policies and procedures; assures department activities are in compliance with all laws, policies, regulations and goals.
  • Directs department operations; evaluates department issues, and recommends and implements solutions; prioritizes and assigns tasks and projects; trains and evaluates staff.
  • Provides leadership, direction and coaching to subordinate employees in the areas of performance management, problem resolution, planning, and work assignments. 
  • Develops and monitors department budget; prepares special and recurring reports, budgets, grants, proposals and contracts; recommends and implements changes to existing policies. 
  • Analyzes trends and makes recommendations for staffing adjustments and personnel assignments; identifies policy and compliance issues, and proposes solutions.
  • Guides and assists administrative staff; provides coaching, counseling and professional assistance on administrative responsibilities.
  • Assists and coordinates with other District Attorney’s personnel, County departments, and outside organizations.
  • Prepares speeches and reports for internal and external audiences.
  • Directs department personnel administration including recruitment, hiring, payroll, workers compensation, performance evaluation, performance corrective action and employee leaves.
  • Directs accounting functions, which include accounts payable, accounts receivable, purchasing and budget management.
  • Manages office automation planning and computer software and equipment acquisition.
  • Provides leadership for facilities planning and directs facilities management.
  • Performs other related duties as assigned.

  • Techniques and practices for effective, efficient and cost effective management of allocated resources.

  • County, state and federal laws, regulations and ordinances.
  • The California criminal justice and court systems, procedures and protocols.

 Education and Experience:

Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year for year basis. A typical way to obtain the required qualifications would be:

 Bachelor’s degree in criminal justice, business administration, public administration, or related field; and

 Three (3) years supervisory or management experience.

 Certifications and Licenses:

  • Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations.

PHYSICAL DEMANDS

  • Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various County sites; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information; ability to lift, carry, push and pull materials and objects up to 40 pounds.
  • Vision to read printed materials and a computer screen. 
  • Hearing and speech to communicate in person and over the telephone. 

 WORKING CONDITIONS

  • Work is performed in an office environment.

 EQUIPMENT AND TOOLS UTILIZED

  • Equipment utilized includes motor vehicle, personal computer, fax machine, and standard office equipment.

 Disaster Service Worker

All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.
