Job Summary
The Project Manager II (PM-II) is accountable for managing, or assisting with managing, all phases of project planning and execution. The role may work independently as the single point of accountability or under the general direction of the Manager of Outage and Projects.
The PM-II integrates scope, schedule, cost, quality, safety, environmental, regulatory, security, communications, risk, and stakeholder requirements to deliver successful project outcomes. Assignments typically include a portfolio of low- to moderate-risk projects. Higher-risk work may be assigned when appropriate enhanced support and oversight are established. The position is typically assigned a portfolio of “White” or “Green” ranked projects per the Project Management Center of Excellence Risk-Informed Project Ranking Process. Higher ranked projects with greater risk may also be assigned when accompanied with an Enhanced Support and Oversight Plan (ESOP).
The PM-II serves as a unifying agent who provides leadership, decision-making, coordination, and control in accordance with Company policies, RRE procedures, project governance requirements, and applicable laws and regulations.
Progression to this level is based on experience, knowledge, skills and abilities, and should align with business unit personnel needs to manage the portfolio.
Responsibilities
- Lead projects through initiation, planning, design, procurement, execution, commissioning, turnover, in-service, and closeout activities.
- Develop and maintain clear project scope, execution plans, schedules, estimates, forecasts, risk registers, change controls, and status reporting.
- Coordinate project work with station operations, maintenance, engineering, work management, finance, supply chain, environmental, safety, security, regulatory, and external vendors.
- Integrate project execution with planned outages, forced outages, unit availability requirements, and station operating priorities.
- Promote Event-Free Operations by incorporating pre-job briefings, hazard recognition, Human Performance tools, stop-work expectations, and contractor safety requirements into project planning and field execution.
- Manage contractor and supplier performance, including readiness, safety, quality, schedule, cost, documentation, and issue resolution.
- Apply RRE project governance and risk-informed project management requirements, including escalation of emerging risks, issues, decisions, and resource constraints.
- Support disciplined financial stewardship through accurate project setup, funding, forecasting, commitments, accruals, variance explanations, asset unitization, in-service activities, and closeout documentation.
- Use applicable RRE systems and tools, including PowerPlan, Maximo, scheduling and cost-control tools, and the RRE Project Lifecycle RACI Checklist, as required by the assignment.
- Engage stakeholders early, communicate project status and risks clearly, facilitate timely decisions, and document lessons learned for future application.
Basic/Required Qualifications
- Bachelor’s degree and 5 years related work experience
- In Lieu of Degree – HS Diploma / GED -9 years related work experience
Additional Preferred Qualifications
- Demonstrated proficiency in project management, decision-making, critical thinking, problem-solving, risk management, project leadership, collaboration, and oversight.
- Power generation, utility, industrial, construction, outage, maintenance, engineering, or operations experience.
- Experience managing capital and O&M projects involving multiple stakeholders, contractors, and competing station priorities.
- Proficiency with project scheduling, cost controls, estimating, forecasting, change control, and executive-level status reporting.
- Working knowledge of PowerPlan, Maximo, procurement processes, financial controls, and project closeout or asset unitization activities.
- PMP, CAPM, construction management, engineering, technical, or other relevant professional certification.
- Combined Cycle Power Plant experience
Working Conditions
- Onsite Mobility Classification – Work will be performed at a company facility. On-site employees are also required to live within a reasonable daily commute to their assigned work location, not greater than 50 miles one way.
