THE POSITION

Stanislaus County's Behavioral Health & Resources Department is currently accepting applications for a Part-Time/Extra-Help Business Operations Manager. This position will provide strategic and operational leadership for the day-to-day business functions of the department. Working in close partnership with Human Resources and departmental leadership, this position ensures that organizational operations, administrative processes, resources, systems, and business practices effectively support departmental goals and service delivery.

The Business Operations Manager serves as a key advisor to management on operational matters and is responsible for identifying opportunities to improve efficiency, accountability, communication, and customer service. The position coordinates business processes across functional areas, monitors operational performance, develops and implements procedures, and helps translate organizational priorities into effective operational practices.

While Human Resources will retain responsibility for employee relations, recruitment and selection, classification and compensation, leaves and accommodations, labor relations, performance management, and other designated HR activities, the position works closely with HR on workforce-related planning and organizational initiatives. The Business Operations Manager focuses on the business and operational infrastructure that enables employees and managers to be successful.

The ideal candidate is a strategic, highly organized, and solutions-oriented manager who understands how effective business operations support an organization’s people, programs, and overall mission. They are comfortable working across functional areas, translating organizational priorities into practical strategies, and bringing structure and accountability to complex or evolving operations. They think strategically while remaining attentive to the details necessary to keep operations running effectively and bring a strong understanding of business operations, administrative services, resource management, and organizational processes.

The ideal candidate is a clear and confident communicator who can effectively interact with executives, managers, employees, and internal and external stakeholders. They bring sound judgment, professionalism, responsiveness, and follow-through to their work. They are comfortable leading organizational change and helping managers and employees adapt to new processes, systems, and expectations.

This is a part-time position that works an average of 29 hours per week.

  • Provide leadership and oversight for the department's day-to-day business and administrative operations.
  • Partner with department leadership and Human Resources to align operational practices, workforce resources, and organizational priorities.
  • Analyze business processes, identify operational challenges, and develop recommendations to improve efficiency, effectiveness, and service delivery.
  • Develop, implement, and maintain departmental procedures, workflows, business practices, and operational standards.
  • Establish and monitor performance measures, service-level expectations, and operational metrics; analyze trends and recommend corrective actions.
  • Assess staffing and resource needs from an operational perspective and provide recommendations to department leadership and HR.
  • Coordinate position, workspace, equipment, technology, and other operational resources needed to support departmental functions.
  • Develop and maintain systems for tracking workload, assignments, projects, deadlines, and other operational activities.
  • Prepare management reports, dashboards, analyses, and recommendations regarding departmental operations and performance.
  • Lead or coordinate special projects involving process improvement, organizational efficiency, technology implementation, and business operations.
  • Facilitate communication and coordination among departmental divisions, support functions, and central administrative services.
  • Identify opportunities to streamline processes, eliminate duplication, and improve the customer experience.
  • Establish controls and procedures to promote accuracy, accountability, consistency, and compliance with applicable administrative requirements.
  • Coordinate implementation of new programs, systems, policies, and operational initiatives.
  • Serve as a resource to managers regarding operational procedures, administrative processes, and available departmental resources.
  • Develop business continuity, succession, and operational contingency plans in coordination with departmental leadership and appropriate support functions.
  • Evaluate the effectiveness of administrative services and recommend changes to organizational structure, processes, or resource allocation.
  • Coordinate with HR on organizational initiatives while maintaining clear separation between operational responsibilities and HR responsibilities.
  • May supervise, assign, review, and evaluate the work of administrative, fiscal, program, or business operations staff.

MANAGER I 

  • Graduation from an accredited four-year college or university with a degree in Public or Business Administration, or a closely related field; AND
  • One (1) year of lead or supervisory experience overseeing functions in business operations, administrative services, program operations, organizational improvement, fiscal/resource management, or a related function.

MANAGER II 

  • Graduation from an accredited four-year college or university with a degree in Public or Business Administration, or a closely related field; AND
  • One (1) year of management level experience overseeing functions in business operations, administrative services, program operations, organizational improvement, fiscal/resource management, or a related function.

MANAGER III 

  • Graduation from an accredited four-year college or university with a degree in Public or Business Administration, or a closely related field; AND
  • Two (2) years of management level experience overseeing functions in business operations, administrative services, program operations, organizational improvement, fiscal/resource management, or a related function.

Progressively responsible experience as listed above may be substituted for the required education on a year-for-year basis.

EXAMINATION PROCESS
Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

  • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification.  Eligible lists are effective for six months but may be extended up to eighteen months.

Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.
