Summary:

The Chief Transformation & Strategy Officer (CTSO) serves as a key strategic partner to the President & Chief Executive Officer (CEO) and Executive Leadership Team, responsible for translating STRIDE Community Health Center's mission, vision and strategic priorities into measurable organizational results.

The CTSO provides enterprise-wide leadership for strategy execution, organizational transformation, growth, innovation, performance improvement and high-priority strategic initiatives. This executive works across clinical, operational, financial, technology, workforce and administrative functions to identify opportunities, establish priorities, develop executable plans, mobilize resources and ensure accountability for results.

The CTSO serves as a catalyst for organizational change and continuous improvement, helping STRIDE strengthen its operating model, improve organizational performance, develop sustainable growth opportunities and respond effectively to changes in healthcare delivery, reimbursement, technology, workforce and community needs.

The successful candidate will be an execution-oriented strategic leader who can move effectively between strategy and implementation—someone who can assess complex organizational challenges, develop practical solutions, build alignment among leaders, lead transformation and deliver measurable results.



Essential Functions


Enterprise Strategy & Strategy Execution

  • Partner with the President & CEO and Executive Leadership Team to develop, refine and execute STRIDE's short- and long-term strategic priorities.
  • Translate organizational strategy into clearly defined priorities, initiatives, milestones, accountabilities and measurable outcomes.
  • Lead the annual and multi-year strategic planning process, including environmental scanning, market analysis, organizational assessment, prioritization and implementation planning.
  • Establish processes to ensure strategic priorities remain aligned with STRIDE's mission, community needs, financial sustainability and organizational capabilities.
  • Evaluate external trends affecting community health centers, healthcare delivery, reimbursement, technology, workforce, consumer expectations and competitive positioning.
  • Develop strategic recommendations and business cases to support investments, partnerships, new services, organizational changes and growth opportunities.
  • Provide the President & CEO and Executive Leadership Team with objective analysis, recommendations and performance insights to support strategic decision-making.
  • Monitor progress against strategic priorities and recommend adjustments when organizational, market or operational conditions change.

Organizational Transformation & Change Leadership

  • Lead enterprise-wide transformation initiatives designed to improve organizational effectiveness, operational performance, patient experience, employee experience and financial sustainability.
  • Identify opportunities to redesign processes, structures, workflows and operating models to improve efficiency, effectiveness and scalability.
  • Develop and implement transformation roadmaps with defined objectives, timelines, owners, resources and performance measures.
  • Serve as a senior change leader, helping executives, leaders and employees understand, adopt and sustain significant organizational changes.
  • Identify organizational barriers to successful transformation and develop strategies to address them.
  • Establish mechanisms for monitoring transformation initiatives and escalating significant barriers requiring executive intervention.
  • Promote a culture of innovation, accountability, continuous improvement and data-informed decision-making.
  • Partner with Human Resources and organizational leaders to support the people, leadership and culture changes required for successful transformation.


Growth, Business Development & Innovation

  • Identify, evaluate and develop opportunities that support STRIDE's long-term growth, financial sustainability and mission impact.
  • Conduct market, competitive and financial analyses to assess potential new services, business models, partnerships and strategic opportunities.
  • Develop business cases and recommendations for new programs, services, partnerships and revenue-generating opportunities.
  • Partner with Finance, Operations, Clinical Services, Information Technology, Human Resources, Business Development and other leaders to evaluate the feasibility, financial impact and scalability of growth opportunities.
  • Identify opportunities to leverage STRIDE's existing capabilities, expertise, infrastructure, technology, workforce and community relationships in new or expanded ways.
  • Develop and maintain strategic relationships with external organizations, healthcare partners, vendors, community organizations and other stakeholders when appropriate.
  • Monitor emerging healthcare and business models and recommend opportunities that may strengthen STRIDE's competitiveness, sustainability and community impact.
  • Evaluate opportunities for innovation, diversification and development of scalable organizational capabilities.


Enterprise Performance & Accountability

  • Develop and maintain an enterprise-level framework for monitoring progress against strategic priorities and organizational objectives.
  • Establish meaningful key performance indicators (KPIs), dashboards and performance measures that enable executive leadership to evaluate progress and identify emerging risks.
  • Partner with Finance and operational leaders to connect strategic priorities with financial performance, resource allocation and organizational outcomes.
  • Analyze organizational, financial, operational and market data to identify trends, opportunities, risks and performance gaps.
  • Provide regular strategic performance updates and recommendations to the President & CEO and Executive Leadership Team and, as appropriate, the Board of Directors.
  • Promote accountability for strategic initiatives by establishing clear ownership, milestones, expected outcomes and reporting mechanisms.
  • Evaluate the effectiveness of major strategic initiatives and recommend continuation, modification or discontinuation based on results.


Strategic Initiatives & Executive Projects

  • Lead or oversee high-priority enterprise initiatives identified by the President & CEO and Executive Leadership Team.
  • Serve as executive sponsor or strategic advisor for complex, cross-functional initiatives requiring coordination across multiple departments.
  • Facilitate cross-functional problem solving when organizational issues cannot be effectively addressed within a single department.
  • Evaluate organizational processes and identify opportunities for simplification, standardization, automation and scalability.
  • Develop executive-level presentations, analyses, recommendations and decision materials for leadership and Board discussions.
  • Coordinate major strategic initiatives to ensure alignment with organizational priorities, resources, timelines and expected outcomes.
  • Identify interdependencies, risks and resource requirements across major initiatives and provide recommendations to executive leadership.


Innovation, Technology & Future Readiness

  • Partner with Information Technology and operational leaders to identify opportunities to use technology, automation, analytics and emerging capabilities to improve organizational performance.
  • Evaluate emerging technologies and innovative approaches that may improve access, patient experience, employee experience, operational efficiency or financial sustainability.
  • Identify opportunities to improve scalability through technology, process redesign and organizational innovation.
  • Encourage responsible experimentation and development of scalable solutions.
  • Assess organizational readiness for changes in healthcare delivery, technology, reimbursement, workforce and consumer expectations.
  • Promote an organizational mindset focused on innovation, adaptability and continuous improvement.


Executive Leadership & Organizational Alignment

  • Serve as a trusted strategic advisor and thought partner to the President & CEO and Executive Leadership Team.
  • Build strong relationships across clinical, operational, financial, administrative and support functions.
  • Facilitate alignment among leaders when strategic priorities cross organizational boundaries.
  • Influence without relying solely on direct authority.
  • Communicate complex strategic issues in a clear, concise and actionable manner.
  • Promote collaboration, transparency and accountability across organizational functions.
  • Represent STRIDE professionally with external partners, community organizations and other stakeholders as appropriate.
  • Model STRIDE's mission, values, leadership expectations and commitment to community health and patient-centered care.

Leadership Scope

The CTSO is an enterprise-level executive position with responsibility for influencing and coordinating strategic priorities across the organization.

The position may directly supervise designated strategy, transformation, project management, innovation, business development or other resources as determined by organizational needs.

The CTSO is expected to operate effectively through executive leadership, influence, collaboration and accountability, while establishing clear ownership and measurable expectations for strategic outcomes.

Minimum Qualifications

  • Bachelor's degree in business administration, healthcare administration, public administration, organizational development, finance or a related field, or an equivalent combination of education and experience.
  • Master's degree in business administration, healthcare administration, public administration or a related field preferred.
  • Minimum of 10 years of progressively responsible leadership experience in strategy, transformation, healthcare, operations, consulting, business development or a related field.
  • Demonstrated experience leading complex, cross-functional organizational transformation initiatives.
  • Demonstrated experience translating strategy into executable plans and measurable organizational results.
  • Demonstrated experience developing business cases, strategic recommendations, financial analyses or growth initiatives.
  • Experience working directly with executive leadership and/or Boards of Directors.
  • Demonstrated experience managing complex initiatives involving multiple stakeholders and competing priorities.
  • Strong understanding of organizational strategy, operational performance, change management and business development.
  • Experience in healthcare, nonprofit, community health, FQHC, ambulatory care, healthcare consulting, managed care or a related environment strongly preferred.

Preferred Qualifications & Experience

  • Experience within a Federally Qualified Health Center, community health center or other mission-driven healthcare organization.
  • Experience with value-based care, alternative payment models or healthcare reimbursement transformation.
  • Experience developing new business models, partnerships, services or revenue-generating opportunities.
  • Experience with strategic partnerships, affiliations, mergers, acquisitions or organizational integration.

We offer a competitive salary/hourly range of $220,000 - $275,000 depending on your experience.

This range reflects STRIDE’s good faith estimate of potential compensation at the time of posting. The final salary for the selected candidate will be determined based on several factors, including experience, education, budget, internal equity, specialty, and training.

Working Conditions

This position operates in an executive healthcare environment requiring frequent interaction with senior leaders, employees, external partners, community stakeholders and the Board of Directors.


The position requires the ability to manage multiple priorities, work independently, operate in a highly collaborative environment and respond effectively to changing organizational needs.

Travel between STRIDE locations and occasional external travel may be required based on organizational needs.
