Technology and Innovation Senior Business Analyst

Overview

LMI is seeking an experienced Technology and Innovation Senior Business Analyst at the Department of Homeland Security (DHS), Federal Protective Service (FPS) headquarters in Springfield, VA. This position will support the FPS Technology and Innovation Directorate with a myriad of analytical and business process matters impacting various strategic initiatives and priorities. In addition, the incumbent will provide critical operational support and integration of new or improved programs and processes across the organization. You must be able to work part-time on client site in Springfield, VA.

Responsibilities

Responsibilities in this role include support for the following efforts:

• Support planning, scheduling, coordination, and execution of internal client level Systems Engineering Lifecycle and Acquisition Lifecycle Framework reviews.
• Prepare for and conduct periodic reviews of government programs.
• Establish and conduct steering committees for government programs.
• Support the establishment and management of governance and oversight boards focused on the review, approval, and monitoring of research and development engagements and projects.
• Conduct periodic reviews of technology transition project strategies.
• Design, develop, and maintain key government strategy documents and plans to support ongoing and future operations. These efforts will include engaging with internal and external stakeholders and conducting research and analysis to inform work products.
• Support the planning and execution of government meetings and exercises.
• Manage the deployment and sustainment of LMI’s Generative AI system in the client’s environment.
• Facilitate strategy and planning discussions across internal client leadership.

Qualifications

Minimum Qualifications:

• Bachelor’s degree, preferably in a discipline related to business, information technology, organizational assessment or related discipline. Other degrees can be considered if experience demonstrates capability.
• Ten (10) years of experience in leading the conduct of requirements defining activities and formal documentation.
• Ability to conduct detailed research and analysis of qualitative and quantitative data and present to executive leaders.
• Experience planning and managing change-oriented projects and assessing their performance against objectives and milestones.
• Strong, demonstrated problem solving experience and communication skills, both orally and in writing.
• Ability to propose and assess capabilities of alternative solutions to meet program needs.
• Ability to effectively manage several projects at one time.
• Ability to manage multiple groups and tasks and work independently or in a group.
• Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel, Project, and Visio.
• Ability to obtain DHS public trust security clearance.

Desired Qualifications:

• Master’s degree, preferably in a discipline related to business, information technology, organizational assessment or related discipline. Other degrees can be considered if experience demonstrates capability.
• Experience working within a DHS agency, operational law enforcement, or military headquarters element, particularly in areas related to technology or innovation.
• Ability to design and lead change management efforts.
• Excellent project and time management skills to thrive in a fast-paced environment.
• Proficiency with data visualization methodologies and software (e.g., Power BI or Tableau).
• Strong facilitation and influencing skills and the ability to build relationships and interface with executive and senior level government leaders.
• Lean Six Sigma, Change Management, and/or PMP certifications.
• Proficiency with commercial GenAI systems.
• Human Centered Design (HCD) experience or certification.
• Existing DHS public trust or security clearance.
