Position is responsible for assisting the CFO in managing activities related to planning, establishing, and controlling the Agency's annual budget, as well as all financial and related systems and procedures, including (but not limited to) Accounts Payable, Accounts Receivable and various financial reports, timekeeping and payroll related matters. Works closely with CFO maintaining readiness to serve as CFO proxy with minimal notice.

Budget Development & Oversight

  • Assists the CFO in scheduling, organizing, and implementing both the annual budget planning process and the annual audit reporting process.
  • Conducts monthly budget meetings with managers and executives, collaborating with managers in proactive budget planning to ensure proper forecasting.
  • Along with the CFO, compiles and analyzes data; prepares summaries and submits annual budget plans to the Office of Finance & Management (OFM).
  • Monitors actual expenditures against budget, evaluates variances, and revises original budget as appropriate.
  • Generates various comparative and trend analysis reports.
Financial Reporting & Analysis
  • Generates or delegates and reviews monthly financial reports, including the Information Technology Board Financial Report, MBE/WBE reports, and chargeback reporting.
  • Delivers Board reports as proxy for the CFO, as needed.
  • Performs ongoing financial analysis to support decision making and ensure fiscal accountability.
Financial Processing & Compliance
  • Processes payroll for the agency and tracks personnel spending.
  • Facilitates vendor payment processes, including communications with vendors.
  • Approves requisitions for the agency and for customer IT related purchases.
  • Ensures compliance with financial policies, reporting requirements, and audit standards.
Systems, Tools & Process Development
  • Collaborates with the CFO to establish and maintain departmental financial processes and documentation.
  • Supports ongoing improvements to financial processing, reporting tools, and workflow efficiencies.
CFO Support & Proxy Duties
  • Acts as proxy for the CFO, including attending CFO meetings, exercising signatory authority, and providing financial representation or approvals when delegated or when the CFO is unavailable.
Decision Authority & Independent Judgment
  • In the CFO’s absence -or when formally delegated- establish departmental policies and procedures to regulate and control the budget and related financial processes.
  • Exercise independent judgment when no policies or procedures exist, balancing operational needs with regulatory and compliance requirements.
  • Implement appropriate controls to mitigate risks associated with inconsistencies, inconveniences, and regulatory or budgetary issues.
  • Maintain an auditable trail and adhere to agency, OFM, and applicable regulatory standards; promptly communicate material impacts to the CFO, managers, and executives.
General Administrative, Operational, & Staff Management
  • Coordinates and audits the day to day administrative and financial operations.
  • Coordinates and communicates with internal and external stakeholders.
  • Maintains supervisory responsibilities of direct reports, including staffing decisions, performance appraisals, training and development, disciplinary actions, and terminations.
  • Audit and communicates time-keepings updates and reminders to managers and executives, and as appropriate individuals.
  • Maintains confidentiality at all times.
  • Performs additional duties as required; the list of responsibilities is not all inclusive and may expand based on management needs.

Minimum Job Requirements and Qualifications

Bachelor’s degree in Accounting, Finance, Business, or a related field. 5 years of progressive finance or accounting experience; 1–2 years of people-management experience. Knowledge of governmental accounting and budgetary procedures. Proficient in advanced Excel and experienced with Word, PowerPoint, Teams, and SharePoint. Strong oral and written communication skills. Ability to analyze, project, and utilize spreadsheets, databases, and other financial software tools. Ability to make independent decisions and take initiative in a dynamic public-sector finance environment. Ability to plan, sequence, and prioritize work; triage competing requests; balance urgent vs. important tasks; and maintain thorough follow-ups and documentation. Demonstrates strong adaptability and anticipates and responds to the CFO’s needs; understands organizational preferences and provides proactive support to maintain priorities, manage schedules, and ensure continued organization. Ability to document processes clearly and maintain auditable trails.


Preferred Job Requirements and Qualifications

Master’s degree in Accounting, Finance, Business, or a related field; or 7–10 years of progressive finance/accounting experience; 3–5 years people-management experience. Experience in public-sector or large-agency finance environments. Proven experience drafting and implementing policy; demonstrated change-leadership during audits, annual budget cycles, and system upgrades. Knowledge of GAAP, GASB, fund accounting, chargeback methodologies, and internal controls. Strong reporting and analytical capabilities, including monthly board/executive reporting, MBE/WBE reporting, and trend/variance analysis. Hands-on experience with budget development and monitoring, audit coordination, payroll processing, accounts payable/vendor payments, and requisition approvals. Proficient with ERP/finance systems (e.g., Oracle, PeopleSoft) and payroll processes.
