About the team you’ll be a part of 

The Scotland team sits in the Strategy and Research Group (SRG) and plays a pivotal role in supporting SRG’s vision of ‘bringing the outside in’ to Ofcom. The team is part of the wider Public Policy function, which consists of the UK Public Policy Team, the Wales Nations team and Northern Ireland Nations team. 
 
The Scotland team represents Ofcom in Scotland and Scotland in Ofcom. We keep in touch with the views and opinions of citizens and consumers, the regulated industries and stakeholders more generally in Scotland, and factor these into Ofcom’s wider policy and decision-making. We do this by consulting through regular industry, government and political contact, hosting events to discuss key policy issues, and ensuring that as wide a variety of stakeholders as possible engage with our work. The team also owns and coordinates Ofcom’s formal accountabilities to the Scottish Parliament. 
 
The Scotland team deals with all aspects of Ofcom's remit and provides strategic input and advice on issues to policy and project teams across Ofcom. The experience and expertise of Ofcom's Advisory Committee for Scotland and its Content Board and Communications Consumer Panel members for Scotland also feeds into our work; and the team is the primary source of support to the Ofcom Board member for Scotland (who is appointed to the role by Scottish Ministers). 

The purpose and scope of the role 

The successful candidate will be Ofcom’s lead contact in Scotland across our consumer, telecoms, spectrum and postal duties. You will develop relationships with senior government, parliamentary and industry stakeholders in Scotland as well as lead the team’s internal engagement with colleagues in the Infrastructure and Connectivity Group and Spectrum Group. Underpinning this will be a particular focus on how we demonstrate Ofcom’s impact in Scotland, specifically on how we’re on the side of consumers and contributing to economic growth in Scotland through targeted and proportionate regulation. 

You will work closely with the newly appointed Regulatory Affairs Principal on delivery of Ofcom’s wider strategic programme, including the delivery of Ofcom’s three-year plan. You will also contribute to Ofcom’s governance in Scotland, particularly by supporting the work of the Advisory Committee for Scotland, Communications Consumer Panel and the Board Member for Scotland. 

Your key responsibilities 

• Overseeing and co-ordinating relationships with high profile stakeholders across industry, consumer groups and MSPs in Scotland to ensure Ofcom’s current UK-wide responsibilities and objectives on telecoms, spectrum, consumer policy and postal issues (and forthcoming new powers on cyber security and resilience) are fully understood. 

• Leading on Ofcom’s understanding of the consumer experience in Scotland across Ofcom’s remit, working with the rest of the Ofcom Scotland team and wider organisation to ensure we have a holistic picture of the Scottish consumer. 

• Identifying and developing opportunities for new and innovative partnerships across Scotland to help shape the future. 

• Ensuring Ofcom teams understand attitudes within the Scottish Government, the Scottish Parliament and among other stakeholder groups (including statutory consumer bodies and telecoms businesses) so that the interests of Scottish citizens and consumers are adequately reflected in our policy making and regulatory decisions. 

• Co-ordinate work on a wide range of cross-cutting policy issues as necessary, working closely with expert colleagues across Ofcom, helping develop thinking as required and appropriate.  

• Provide direction and shape policy on regulatory issues in Scotland, taking responsibility for high profile publications, including the Connected Nations: Scotland Report. 

• Contribute to Ofcom’s governance by working with the Board Member for Scotland and providing support to the Advisory Committee for Scotland (and Scotland member of the Communications Consumer Panel), preparing papers, attending, and presenting as required. 

• Collaborate with Ofcom’s Public Policy, Communications, Wales, and Northern Ireland teams to ensure a consistent approach to political engagement across the UK. 

• Prepare briefing papers and attend high-level meetings with members of the Ofcom senior management team and key politicians (and other stakeholders) as and when required, using knowledge of the wider political landscape in Scotland to help shape the agenda and manage Ofcom’s reputation. 

• Providing support to the team’s Principal on issues across Ofcom’s remit as required. 

The skills, knowledge and experience you’ll need for success 

Technical knowledge and experience 

• Experience of working in a public policy or communications environment, ideally in a Scottish context. 

• Broad knowledge of how to develop policy would be desirable, as would knowledge of the Scottish political and constitutional landscape and/or the broader consumer experience in Scotland across Ofcom’s sectors.  
• Forming Relationships: Build and nurture positive relationships with people inside and outside the organisation, with a focus on collaboration and building partnerships across Scotland’s consumer landscape. 

• Articulating Ideas: Express your ideas, thoughts and information in a clear and concise manner and contributing to telling Ofcom’s story in Scotland. 

• Scanning Horizons: Grasp the bigger picture, foresee upcoming trends and challenges, and ensure alignment between the work of the Ofcom Scotland team and the organisation’s wider strategic priorities 

• Owning Accountabilities: Take responsibility for your actions, decisions and their outcomes in working across matters relating to consumer, infrastructure and connectivity across Ofcom.
