This is position is only taking INTERNAL applications at this time.

Position is responsible for conducting all phases of the procurement process. Review and process department requisitions. Prepare and process all statutory required bids and quotes. Act as liaison between department and vendors to resolve procurement issues. Issue, monitor and audit contracts to ensure compliance with all standards.

  • Provides the Department with contract financial management and procurement responsibilities.
  • Works with divisions to issue and monitor contracts.
  • Works closely with Corporation Counsel to assure contracts are in accordance with local ordinances, laws and statutes.
  • Coordinates board approval contract process.
  • Audits all contracts quarterly.
  • Compile special reports and complete special projects upon request.
  • Provide financial data and recommendations to management.
  • Prepares and processes requisitions and vouchers.
  • Researches, evaluates, and requisitions technology purchases and related services, supplies and equipment based on price, service, quality and warranty to meet the needs of the Department.
  • Prepares and processes requisition forms.
  • Recommends vendors.
  • Confers with department/agency to determine purchasing needs.
  • Develops fundamental specifications for items being purchased.
  • Consults and corresponds with vendors.
  • Composes written vendor correspondence.
  • Determines appropriate method of competition as established by procurement state statute, rules and regulations.
  • Administer, develop, monitor, and maintains payroll and purchasing functions.
  • Tracks and monitors bid/quote processes.
  • Processes procurement purchases.
  • Completes purchase transaction, ensuring that purchase orders and all required documents are completed for public record.
  • Attends periodic department/agency meetings and is prepared to provide specific procurement updates.
  • This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time.Bachelor's Degree in a business related field of study and two (2) years of related work experience. Any combination of education and work experience is acceptable. Knowledge of public procurement laws, ordinances, policies and other requirements governing public purchasing are preferred. Considerable knowledge of supply sources and of market and price trends. Considerable knowledge of accounting practices and procedures as they relate to governmental purchasing. Demonstrates a strong command of MS Word, Excel and Access. Demonstrates a high degree of integrity and is trustworthy. Ability to multi-task in a fast-paced environment and can adapt quickly to change. Ability to analyze and evaluate quotes, proposals and contracts. Ability to successfully solve fundamental procurement problems. Ability to obtain and interpret market prices and trends and apply these to procurement problems. Ability to effectively communicate both orally and in written form. Ability to maintain effective relationships with department/agency contacts and members of the vendor community. Ability to effectively manage time to meet deadlines. Ability to work well as a team member as well as independently.
