The National Coalition for Assistive and Rehab Technology (NCART) is a national membership association representing the suppliers and manufacturers of Complex Rehab Technology (CRT), the individually configured wheelchairs, seating, and positioning systems that people with significant disabilities rely on for mobility, independence, and quality of life. Through federal and state advocacy, coalition building, and policy leadership, NCART works to protect and expand access to this essential technology and to strengthen the long-term viability of the industry that provides it. The Opportunity:
NCART stands at a pivotal moment, with active, high-stakes policy fights underway and a clear mandate to become an even more effective voice for the CRT community. The next Executive Director will build on a committed member base and a respected advocacy platform while strengthening NCART’s relationships in Washington and, most importantly, at the grassroots level across the country. This is a rare opportunity to lead an organization whose work translates directly into improved lives for the people who depend on CRT.

Summary:
The Executive Director serves as the chief executive officer of the Association and is responsible for advancing its mission, vision, strategic priorities, and long-term sustainability. Reporting to the President of the Executive Committee and Board of Directors, the Executive Director provides strategic leadership, directs advocacy and government affairs activities, cultivates stakeholder relationships, oversees organizational operations, and serves as the primary spokesperson for the Association. NCART seeks a strategic, collaborative, and mission-driven leader with the diplomacy to unite diverse stakeholders, the skill to influence policy at the federal and state levels, and a genuine passion for healthcare advocacy.

Key Responsibilities:

• Lead and execute a comprehensive federal and state advocacy strategy aligned with the Association’s mission, moving from a reactive to a proactive posture that focuses resources where the industry can have the greatest effect.
• Serve as the Association’s primary ambassador and spokesperson before legislative bodies, regulatory agencies, coalition partners, industry forums, and public policy organizations.
• Develop and maintain relationships with policymakers, regulatory agencies, coalition partners, and other influential stakeholders, and coordinate the relationships held across the membership toward common goals.
• Build grassroots relationships across the states, creating early awareness of emerging issues and a network of allies engaged on the industry’s behalf.
• Cultivate consensus among diverse constituencies with varying perspectives, uniting providers, manufacturers, clinicians, and consumer groups behind a shared advocacy agenda.
• Lead and manage staff, consultants, contractors, and lobbyists in a collaborative, high-performing, and accountable environment.
• Ensure sound financial management, fiscal accountability, and responsible stewardship of organizational resources on a lean operating budget.
• Identify and pursue opportunities for revenue diversification, membership growth, sponsorships, and other funding sources to strengthen the Association’s financial sustainability.
• Partner with the Board of Directors to develop and implement strategic plans, translating Board priorities into measurable initiatives and bringing forward well-developed recommendations.

Qualifications:

• Proven success influencing public policy and legislative or regulatory outcomes at the federal and multi-state levels, with a strong command of how the legislative and regulatory process works. Direct Hill lobbying experience is valued but not required.
• A highly organized, professional leader with the ability to influence and align people who do not report to them, including member companies and coalition partners.
• Demonstrated strength in relationship building, consensus building, negotiation, and collaborative leadership across diverse stakeholder groups.
• Experience leading or working within a nonprofit association, trade association, or mission-driven membership organization is strongly preferred.
• Financial management and budgeting experience, with the ability to strengthen revenue and steward resources on a lean budget.
• Experience managing remote teams, consultants, or volunteer leaders, and the ability to leverage technology to improve organizational effectiveness.
• A demonstrated passion for improving healthcare access and outcomes. Experience within healthcare, rehabilitation, disability services, medical technology, or a related field is strongly preferred; candidates from adjacent or unrelated sectors with a genuine commitment to the mission and a strong, transferable leadership record will also be considered.
• Executive presence, clarity of thought, strong communication skills, sound judgment, and a servant-leadership orientation.

Education:
Bachelor’s degree required; advanced degree preferred.

Travel:
Approximately 35% to 40%, varying with the legislative calendar and with the candidate’s home location. A candidate based in the Washington, D.C. area may travel less.

Compensation:
Base salary range: $200,000 to $220,000, plus a performance bonus, and a generous benefits package.

Location:
This is a remote position that may be based anywhere in the United States. Proximity to the Washington, D.C. area is a significant plus but is not required.
