Job Summary:

Leads, supervises, and supports Substation and Telecom crews by coordinating daily field operations, enforcing safety and quality standards, managing tools and equipment, resolving technical issues, maintaining documentation, coaching team members, ensuring compliance with company and regulatory requirements, directing emergency response activities, and performing additional duties to sustain safe, reliable, and efficient work execution.

Job Description:

  • Leads, supervises, and coordinates substation and telecom crews and field personnel engaged in the construction, installation, maintenance, testing, and restoration of substation or telecom facilities and associated equipment to ensure safe, efficient, and high-quality operational performance.

  • Oversees daily work planning, job briefings, and safety compliance, ensuring all energized and de‑energized activities are performed in accordance with operational procedures, engineering standards, and applicable regulatory requirements to maintain safety, consistency and project accountability.

  • Ensures proper use, care, and inspection of specialized substation tools, equipment, and protective devices to reduce equipment failures, extend asset life, and support safe, reliable field operations.

  • Verifies work quality and adherence to schematics, prints, and technical specifications; troubleshoots and resolves field issues as they arise to ensure accurate installations, minimize rework, and maintain continuity of reliable operations.

  • Provides coaching and supports the training and development of apprentices and other classifications as needed. fostering a collaborative and respectful work environment by encouraging teamwork and resolving conflicts to promote crew morale and productivity.

  • Maintains accurate documentation of job progress, test results, and equipment status to ensure traceability, reliable records and projects accountability.

  • Leads safety compliance efforts by conducting briefings, enforcing applicable occupational safety regulations and company policies, and performing job hazard analyses to ensure all work aligns with legal and operational standards.

  • Demonstrates and reinforces adherence to company policies and procedures within the team to foster a culture of accountability and compliance.

  • Directs crews during emergency and storm response efforts within substation or telecom facilities to ensure safe, efficient, and reliable system operations, including coordination with system operators, and other to ensure safe and efficient power restoration.

  • Takes initiative to perform supplementary responsibilities within scope of expertise to enhance team performance and adaptability.

  • This position is classified as a safety-sensitive function and is subject to the U.S. Department of Transportation’s drug and alcohol testing regulations under 49 CFR Part 40. Candidates must meet all applicable federal requirements, including pre-employment and random testing, medical certification, and driver qualification standards.

Additional Job Description:

Education

  • Associate degree in engineering completed or relevant certification or diploma program in Electrical Power Technology, Mechanical Technology or related to protection and control industry from a recognized technical institution.

  • Completion of a recognized apprenticeship program in substation, telecom, electrical, or power systems discipline.

Experience

  • 5 years’ experience as a Substation Technician or 10 years of directly related experience Electric Utility Industry.

  • Experience with substation, protection and control related instruments and software applications of which one year should be in a field leadership role related to the responsibilities of the position; or an equivalent combination of education, training, and experience.

  • Experience leading groups and work activities

  • Experience working with computers and MS Office Tools.

  • Understanding of industry safety practices and procedures.

  • Availability to work morning, evenight, and or night shifts. 

  • Availability to work overtime and stand-by shifts, and to respond to emergency calls.

  • This position is with IBEW Union 222. If you accept an offer of employment, you will be required to affiliate with the Union.

Certifications/Licenses

Required:

  • Substation Technician Certificate or recognized equivalent.

  • Valid Puerto Rico driver’s license Category 9.

  • Permit to Operate Commercial Vehicle from The Transport and Other Public Services Bureau (NTSP, "Negociado de Transporte y Otros Servicios Públicos de Puerto Rico")

  • Driver's Record (DTOP).


Preferred:

  • Certified in CPR/ First Aid

  • Confined Space Certification

  • AED (Automated External Defibrillator)
