Senior Materials Engineer (Roads) - Bid Opportunity

Context

The Senior Materials Engineer will be responsible for managing and overseeing all material engineering and quality-related activities for the project, ensuring that all road construction materials and associated testing comply with project specifications, approved standards, and client requirements.

 

This requirement is for a bid opportunity for a major roads project in Riyadh, Saudi Arabia. We are seeking a highly experienced Senior Material Engineer to be proposed as part of the PMC team, subject to project award and client approval.

Missions/Main Duties

• Review and approve material submittals, samples, technical data, and source approvals.
• Assess asphalt, concrete, aggregate, fill, subgrade, subbase, and base course materials for compliance with specifications.
• Review asphalt and concrete mix designs and recommend approval or corrective action.
• Monitor and witness field and laboratory testing activities for road construction materials.
• Ensure compliance with project specifications and applicable ASTM, AASHTO, BS, and local standards.
• Inspect material sources, supplier facilities, asphalt plants, quarries, crushers, and batching plants as required.
• Review contractor quality control procedures and verify implementation on site.
• Identify material non-conformances and recommend corrective and preventive measures.
• Coordinate with project teams on material-related technical issues and approvals.
• Prepare material engineering reports and provide input to quality and progress reporting.
• Maintain proper records of material approvals, testing results, inspections, and non-conformance reports.

Profile/Skills

The proposed candidate should hold a Bachelor’s degree in Civil Engineering, Materials Engineering, or a related field. A higher qualification will be considered an advantage.

The candidate must have at least 15 years of relevant professional experience in materials engineering, with significant exposure to roads, highways, and infrastructure projects. Experience in PMC or engineering consultancy roles is highly desirable.

 

Preference will be given to candidates with prior experience in Saudi Arabia, particularly those familiar with local authority requirements, regional specifications, and project delivery standards. Strong technical knowledge of pavement materials, geotechnical materials, concrete, asphalt, and QA/QC procedures is essential.

 

Excellent communication and reporting skills in English are required. Arabic language capability will be an added advantage.

Preferred Profile

• Minimum 15 years of experience in materials engineering for roads and infrastructure projects.
• Previous experience in Saudi Arabia preferred.
• Strong experience in PMC, supervision, or consultancy assignments.
• Familiarity with local and international material standards and specifications.
• Proven ability to review contractor submissions and oversee material compliance.
• Strong coordination, reporting, and technical assessment skills.
