Project Overview

JLL Project and Development Services has been appointed as the Project Management Consultant (PMC) for world-class semiconductor manufacturing facility at Dholera Special Investment Region. This transformational project represents a multi-thousand crore investment in India's semiconductor ecosystem and involves construction of a state-of-the-art fabrication facility with supporting infrastructure across a substantial land parcel. The project encompasses sophisticated civil works including specialized foundations for vibration-sensitive equipment, advanced structural systems, extensive utilities infrastructure, and complex site development works.

Position Summary

The Head of Civil will provide strategic leadership and technical oversight for all civil and structural engineering activities throughout the project lifecycle. This senior leadership role demands a highly experienced civil engineering professional with proven expertise in managing large-scale industrial construction projects, preferably in semiconductor, pharmaceutical, or high-tech manufacturing environments. The successful candidate will coordinate design reviews, construction planning, contractor management, quality assurance, and delivery of civil works packages while ensuring alignment with project schedule, budget, quality standards, and client expectations.

Key Responsibilities

Strategic Civil Engineering Leadership

Provide overall leadership and technical direction for civil and structural engineering activities across all project phases including design development, detailed engineering, procurement, construction, testing, and commissioning. Serve as the primary civil engineering interface between JLL project management team, stakeholders, design consultants, contractors, and statutory authorities. Develop and implement civil works execution strategies aligned with overall project master schedule and phasing requirements.

Design Management and Technical Review

Lead comprehensive reviews of architectural and structural design packages prepared by design consultants ensuring compliance with project requirements, international standards, and Indian codes (IS codes, NBC). Evaluate structural systems, foundation designs, seismic considerations, and load-bearing capacity calculations for process equipment and utility installations. Review and approve temporary works designs, shoring and scaffolding systems, formwork designs, and construction methodology proposals. Coordinate design interfaces between civil, structural, architectural, MEP, and process engineering disciplines.

Scope and Specification Development

Develop detailed scopes of work, technical specifications, and bill of quantities for civil works packages including site development, earthworks, foundations, structural concrete works, structural steel, architectural works, external utilities, roads and pavements, drainage systems, and landscaping. Establish quality standards, material specifications, workmanship criteria, and acceptance testing requirements. Prepare technical evaluation criteria for contractor selection and procurement processes.

Construction Planning and Execution Management

Develop detailed construction execution plans, method statements, and sequence strategies for civil works ensuring optimal productivity, safety, and quality outcomes. Coordinate civil works scheduling with overall project master schedule, identifying critical path activities and interdependencies with other disciplines. Plan resource deployment including labor, equipment, materials, and temporary facilities. Establish construction sequencing that enables efficient MEP and process equipment installation in subsequent phases.

Contractor Management and Coordination

Oversee selection, mobilization, and performance management of civil contractors and subcontractors. Conduct regular progress reviews, site coordination meetings, and technical discussions. Monitor contractor compliance with approved drawings, specifications, method statements, and safety protocols. Resolve technical issues, design queries, and site challenges through structured RFI and technical query management processes. Manage contractor variations, claims, and commercial matters in coordination with project commercial team.

Quality Assurance and Control

Establish comprehensive quality management systems for civil works aligned with ISO 9001 and project-specific quality plans. Implement inspection and test plans covering materials testing, workmanship verification, dimensional checks, and acceptance testing. Coordinate third-party testing agencies for soil investigations, concrete testing, structural inspections, and material certifications. Conduct quality audits, non-conformance management, and corrective action implementation. Ensure all civil works meet specified quality standards and regulatory requirements.

Specialized Foundation Systems Management

Oversee design and construction of specialized foundation systems for vibration-sensitive semiconductor manufacturing equipment including isolated foundations, spring-isolated slabs, and anti-vibration measures. Coordinate pile foundation works, ground improvement activities, and deep excavation support systems. Ensure foundation systems meet stringent vibration criteria, settlement tolerances, and load-bearing requirements specified by equipment manufacturers and process engineers.

Site Development and External Works

Manage comprehensive site development activities including mass earthworks, cut-and-fill operations, ground leveling, soil stabilization, and site grading. Oversee external infrastructure development including internal roads, vehicle parking areas, material storage yards, contractor facilities, and peripheral infrastructure. Coordinate external utilities including water supply networks, sewerage systems, stormwater drainage, fire water systems, and utility corridors connecting to facility buildings.

Structural Systems Coordination

Oversee structural concrete works for fabrication buildings, subfab areas, cleanroom structures, utility buildings, warehouse facilities, administrative buildings, and supporting structures. Coordinate structural steel erection for equipment platforms, pipe racks, mezzanines, and specialty structures. Ensure structural systems accommodate heavy process equipment loads, suspended utilities, future expansion provisions, and seismic design requirements.

Regulatory Compliance and Approvals

Ensure full compliance with Indian building codes, structural design standards, Gujarat state regulations, and Dholera SIR development control regulations. Coordinate building permit applications, structural stability certificates, and occupancy approvals with local authorities. Manage statutory inspections by municipal authorities, third-party structural auditors, and certification agencies. Maintain comprehensive documentation for regulatory compliance and project closeout.

Budget and Cost Management

Monitor civil works budgets, track expenditures, and provide regular cost reports against approved budgets. Evaluate contractor payment applications, verify work quantities, and recommend payment certifications. Identify cost optimization opportunities through value engineering, alternative materials, or construction methodology improvements. Manage change orders and variations ensuring proper documentation and client approvals.

Schedule Management and Progress Monitoring

Track civil works progress against project master schedule using structured progress measurement methodologies. Identify schedule deviations, critical delays, and resource constraints impacting delivery timelines. Develop recovery plans and acceleration strategies when required. Provide weekly and monthly progress reports with detailed analysis of achievements, challenges, and forward plans.

Technical Problem-Solving

Address complex technical challenges arising during design and construction phases including foundation design issues, structural adequacy concerns, constructability challenges, material availability constraints, and site condition variations. Conduct technical investigations, engage specialist consultants when required, and implement effective solutions maintaining project quality and schedule integrity.

Interface Management

Coordinate civil works interfaces with MEP contractors, process equipment suppliers, cleanroom contractors, and specialty systems vendors. Ensure timely provision of civil works prerequisites including equipment foundations, floor penetrations, structural supports, utility trenches, and access provisions. Facilitate integrated construction planning enabling efficient multi-discipline execution.

Team Leadership and Development

Lead and mentor civil engineering team including site engineers, quality engineers, quantity surveyors, and technical coordinators. Establish clear roles, responsibilities, and performance expectations. Provide technical guidance, professional development opportunities, and performance feedback. Foster collaborative team culture focused on delivery excellence and continuous improvement.

Documentation and Reporting

Maintain comprehensive project documentation including design drawings, specifications, material approvals, inspection records, test reports, as-built drawings, and operation and maintenance manuals. Prepare regular progress reports, technical reports, and management presentations for JLL leadership and stakeholders. Document lessons learned and best practices for organizational knowledge management.

Required Qualifications

Education

Bachelor's degree in Civil Engineering from a recognized university. Master's degree in Structural Engineering, Construction Management, or related discipline preferred. Professional Engineer (PE) license or Chartered Engineer status highly valued.

Professional Experience

Minimum 20 years of progressive civil engineering experience in large-scale industrial construction projects with at least 10 years in senior leadership roles managing civil works. Demonstrated experience on mega projects exceeding INR 5,000 crores or USD 500 million with project values, complex scope, and multi-contractor environments. Proven track record delivering civil works for at least two major industrial facilities from design phase through commissioning.

Industry-Specific Experience

Direct experience in semiconductor fabrication facilities, pharmaceutical manufacturing plants, data centers, advanced manufacturing facilities, or comparable high-tech industrial environments strongly preferred. Experience with vibration-sensitive equipment foundations, cleanroom structural systems, and specialized industrial construction requirements essential. Background in fast-track project delivery methodologies and design-build execution models advantageous.

Technical Expertise

Deep knowledge of structural design principles, foundation engineering, construction materials, and building systems. Expertise in Indian Standards (IS codes), National Building Code, seismic design requirements, and international standards (ACI, AISC, Eurocode). Proficiency in structural analysis software, BIM tools (Revit, Tekla, Navisworks), project management software (Primavera P6, MS Project), and civil engineering design applications. Understanding of advanced construction technologies including precast systems, post-tensioning, and rapid construction methodologies.

Project Management Competencies

Strong understanding of PMC roles, responsibilities, and best practices in project delivery. Experience with contract administration, claims management, and dispute resolution. Proficiency in cost management, schedule management, and risk management principles. Familiarity with various contract structures including EPC, EPCM, design-build, and multiple work package delivery models.

Regulatory Knowledge

Comprehensive understanding of Indian construction regulations, building approval processes, structural safety requirements, and environmental compliance. Experience working with Gujarat state authorities, GIDC, and special economic zone regulatory frameworks. Knowledge of international building codes and standards applicable to semiconductor facilities.

Leadership and Communication

Exceptional leadership skills with ability to manage large technical teams and coordinate across multiple contractors simultaneously. Excellent communication abilities in English and Hindi (Gujarati language skills advantageous). Strong presentation skills for client meetings, design reviews, and stakeholder forums. Negotiation and conflict resolution capabilities for managing contractor disputes and technical disagreements.

Working Conditions

This position is site-based at Dholera with daily presence required across active construction areas and project offices. Regular site inspections across the extensive project site expected regardless of weather conditions. Candidates should be prepared for extended working hours including evenings and weekends during critical construction phases or technical emergencies. Role involves regular coordination meetings, design review sessions, and client presentations. Physical capability to conduct site inspections including walking extended distances across large construction areas, climbing formwork and structural systems, and accessing all work fronts required. Occasional travel to contractor facilities, consultant offices, or other JLL locations may be necessary.
