Position Overview

SoftDev Incorporated is seeking an experienced 911 Public Safety Telecommunicator Project Manager to support the Florida Department of Health’s Division of Emergency Preparedness and Community Support.

The Project Manager will oversee contractor personnel responsible for processing 911 Public Safety Telecommunicator renewals and will support the review and approval of Public Safety Telecommunicator Training Programs. This position requires direct experience with the Florida Department of Health and demonstrated knowledge of the requirements and administrative processes governing 911 Public Safety Telecommunicator training programs.

The ideal candidate is an organized, detail-oriented project manager who can coordinate staff workloads, monitor processing activities, maintain compliance with established requirements, identify workflow improvements, and communicate effectively with Department leadership and contract personnel.

Essential Duties and Responsibilities

  • Oversee contractor personnel responsible for processing 911 Public Safety Telecommunicator renewal applications.
  • Assign and manage daily and weekly workloads for renewal-processing personnel.
  • Monitor work progress and ensure assigned activities are completed within required timelines.
  • Oversee the receipt, organization, review, and processing of renewal applications.
  • Manage application-related correspondence, data entry, and associated administrative activities.
  • Oversee administrative processes for the initial approval and renewal of 911 Public Safety Telecommunicator Training Programs.
  • Review training-program applications and monitor compliance with applicable statutory, regulatory, and procedural requirements.
  • Coordinate application intake and track each application’s progress through the review process.
  • Assist Department staff with compliance verification and the processing of initial and renewal program applications.
  • Ensure statutory and procedural requirements are applied accurately and consistently.
  • Review contractor work products for accuracy, completeness, and compliance with Department procedures.
  • Ensure contractor personnel accurately track and report their weekly work hours.
  • Provide ongoing procedural guidance and help resolve workflow bottlenecks.
  • Coordinate with Department staff regarding workflow adjustments, priorities, and procedural clarifications.
  • Coordinate and support Bureau of Emergency Medical Oversight personnel, as needed, to promote the efficient and effective use of federal and state funding.
  • Serve as the primary liaison among the Department Contract Manager, Licensing and Investigations Unit Manager, and contract personnel.
  • Prepare and submit weekly reports summarizing contractor performance, processing volumes, challenges, risks, and recommended improvements.
  • Immediately escalate operational risks, performance deficiencies, and data-security concerns.
  • Evaluate renewal-processing and training-program approval workflows to identify opportunities to improve efficiency, accuracy, consistency, and turnaround time.
  • Recommend standardized operating procedures and quality-assurance methods.
  • Perform other related duties as directed by the Department.

Minimum Qualifications

Candidates must meet all the following requirements:

  • High school diploma or equivalent.
  • Previous work experience with a state health department.
  • At least six months of experience working with the Florida Department of Health.
  • At least one year of experience reviewing and approving 911 Public Safety Telecommunicator Training Programs.

Required Knowledge, Skills, and Abilities

  • Knowledge of 911 Public Safety Telecommunicator certification, renewal, and training-program approval processes.
  • Understanding of applicable statutory, administrative, and procedural requirements.
  • Experience supervising or coordinating contractor or administrative personnel.
  • Ability to assign workloads, monitor performance, and ensure deadlines are met.
  • Strong application-review, documentation, and quality-control skills.
  • Ability to identify compliance issues, operational risks, and data-security concerns.
  • Strong analytical and process-improvement capabilities.
  • Ability to prepare clear, accurate, and timely performance reports.
  • Strong organizational skills and attention to detail.
  • Effective written and verbal communication skills.
  • Ability to collaborate professionally with Department managers, employees, contractors, and other stakeholders.
  • Ability to handle sensitive or confidential information in accordance with Department data-security and confidentiality requirements.

Preferred Qualifications

  • Experience leading high-volume application, licensing, certification, or renewal-processing operations.
  • Experience developing standardized procedures, quality-assurance controls, or workflow improvements.
  • Familiarity with the Florida Department of Health’s Bureau of Emergency Medical Oversight.
  • Experience coordinating activities supported by state or federal funding.
  • Demonstrated ability to resolve processing delays and improve administrative turnaround times.

The selected candidate will be expected to:

  • Complete all assigned services and deliverables accurately and on time.
  • Maintain consistent compliance with Department procedures and requirements.
  • Submit complete weekly summaries of contractor performance and operational activity.
  • Protect Department information and comply with all applicable data-security and confidentiality policies.
  • Promptly communicate risks, deficiencies, delays, or issues that may affect successful performance.

Work Environment and Travel

The assigned worksite is in Tallahassee, Florida. Remote work is permitted only when approved by Department management. Occasional travel may be required and must receive advance approval.
