Description
Join the Broomfield Assessors team as an Assessment Supervisor. Performs highly specialized, administrative, and supervisory work in the Assessor Department. Works closely with the Assessor to plan and coordinate the administrative functions of the Assessor Department and collaborates with various county and state officials. Assume certain duties of the Assessor during the absence or unavailability of the Assessor.
Assist the Assessor in establishing guidelines for the assessment process.
Responsible for completion of all mandatory reports such as notice of valuation, abstract of assessment, certification, tax roll, and balancing tax dollar warrant reports.
Monitor abatements, County Board of Equalization (CBOE), and Board of Assessment Appeals (BAA) caseload. Track and analyze data for discrepancies or variances. Coordinate CBOE hearing dates with the county clerk’s office.
Write procedures and guidelines for efficiency and quality control of data and processes.
Research and analyze data to maintain the integrity of county property tax systems and records, ensuring the accuracy of the assessor database through software reports.
Complete and distribute mandatory reports, such as notices of valuation/determination, abstract of assessment, and certification of levies and revenues.
Process mill levy certifications from taxing authorities, and manage state-assessed property values and distribution.
Monitor and prepare tax increment financing reports.
Perform analysis of ownership and value changes in the generation of the tax roll. Prepare the abstract for publication.
Receive court orders and monitor tax authority boundaries; conduct research regarding ownership, appraisal, and mapping functions.
Remain current with new legislation, statutes, and laws on property valuation, assessment, and transfers and implement changes as required.
Coordinate with Personal Property Appraiser on Oil and gas report uploads, and software table updates, assisting as needed.
Prepare/oversee budget requests for division. Monitor and track expenditures/revenues; oversee and/or prepare monthly budget reports. Use financial software to approve purchase orders and invoices.
Prepare articles for media releases regarding property assessment information.
Maintain/oversee the Assessor Department website. Manage the flow of information, monitor Assessor email, and direct items to appropriate staff for review or response.
Compile, interpret, and prepare information or special reports in response to citizen, departmental, or other requests. Develop and prepare materials and data for the Department Head and City and county Manager. Prepare materials for public dissemination.
Perform research necessary to handle complicated problems connected with the Assessor Department and prepare concise answers, either verbal or written correspondence. Perform a variety of personal contact and phone work with departmental administrators, public or private industry officials, employees, and the general public which includes screening, providing information, and resolving questions of a more technical nature.
Education
Bachelor's Degree from an accredited college or university with an emphasis in business, accounting or finance.
Experience
4 years of increasingly responsible administrative experience that demonstrates applicable research/analysis, public relations, office, and computer skills - required
2 years in assessment/appraisal performing administrative duties in the areas of abstract and certification of tax roll - preferred
1 year supervisory or lead experience - required
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
NECESSARY SPECIAL REQUIREMENTS (in addition to the above requirements):
Must be at least 18 years of age. Must possess and maintain a valid driver’s license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, and background checks, which may include local police check, sex-offender registry and DMV check.
NECESSARY APPLICANT TRAITS AND SKILLS:
Knowledge
Working knowledge of State laws on property taxation including the theories, principles, and practice of tax assessment and appraisal. Considerable knowledge of the applicable federal, state, and county regulations as they relate to tax assessment and reporting requirements.
Knowledge of information systems on appraisal methodologies.
Working knowledge of personal computer software programs including word processing, spreadsheets, databases, etc.
Working knowledge of the principles and practice of human resource management. Knowledge of supervisory principles and practice.
