Utility Superintendent of Facilities

This is a supervisory professional position that leads the work of skilled, technical staff. The incumbent performs complex tasks to coordinate all aspects of water and wastewater facilities, system operation and maintenance, sewer collection and water distribution activities for the Department of Public Utilities. This position provides technical direction and field supervision for all operational and maintenance activities of water and sewer infrastructure as assigned; coordinates resources and ensures efficient ,safe, and compliant repair operations; performs other duties as assigned.

• Leads, develops and supervises utility operators and utility technicians.
• Ensures compliance with all federal and Virginia drinking water and wastewater regulations.
• Oversees the operation and maintenance of six (6) water facilities (including above ground control valves, pressure reducing valves and above ground storage tanks), and nine (9) wastewater facilities.
• Manages preventative and corrective maintenance programs.
• Prepares regulatory reports and maintains operational documentation.
• Develop, monitor, and administer division budgets.
• Enforces safety policies and OSHA requirements.
• Coordinates emergency response and after-hours operations.
• Present operational information to leadership and stakeholders.
• Support construction projects and system improvements.
• Conducts performance evaluations.
• Handles hiring, coaching, scheduling, and disciplinary actions.
• Promotes a strong safety culture.
• Ensures staff maintain required certifications and training.
• Is knowledgeable of water distribution and wastewater treatment operations.
• Performs water system and facility maintenance.
• Proficiency in navigating SCADA systems.
• Experience with pumps, motors, valves, sluice gates and storage facilities.
• Able to monitor and share water quality data.
• Familiar with the Environmental Protection Agency (EPA) Safe Water Drinking Act and Virginia Department of Health regulations (VDH).
• Experience with utilizing a work order management system.
• Ensures proper care and maintenance of equipment; verify repairs and operational readiness.
• Other duties as assigned.

• Knowledge of mathematics and engineering principles applicable to the operation, maintenance, and repair of public water distribution and wastewater collection systems.
• Considerable knowledge of water and sewer systems, pumping equipment, and electric motors.
• Ability to supervise during active utility repair operations and ensure compliance with safety and operational standards.
• Knowledgeable of wastewater odor control systems. 
• Ability to read and interpret blueprints, diagrams, sketches, and construction plans.
• Ability to research and provide recommendations for facility repairs while being mindful of associated costs.
• Ability to use and instruct others in the use of standard tools and equipment in standard areas.
• Knowledge of the occupational hazards and safety precautions of thhe work.
• Ability to establish and maintain effective working relationships with County leadership, coworkers and the public.
• Ability to communicate effectively with County leadership, coworkers and the public.
• Ability to accurately read meters and gauges.
• Ability to keep accurate and organized records.
• Ability to utilize a work order management system.
• Ability to carry out general procedures as directed by management.
• Ability to work independently.

• High school diploma required; college coursework in engineering or hard sciences preferred.
• Five (5) years of increasingly responsible work experience in utility operations, including two (2) years of supervisory experience.
• Maintains required certifications as they pertain to safety and equipment operation.
• A Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.

OTHER REQUIREMENTS (License, Certifications, Training, etc.):

• Minimum Class IV water or wastewater license required.
• Virginia electrical license is plus, but not required.

PHYSICAL DEMANDS:

This position requires the ability to perform medium to heavy physical work, including exerting up to 50 pounds of force frequently and up to 100 pounds occasionally to move, lift, carry, push, or pull objects. The employee may be required to stand, walk, climb, bend, stoop, kneel, reach, crawl, and work in confined or uneven areas. Duties may include accessing utility structures, inspecting active work sites, operating tools and equipment, and assisting with emergency repair activities.
