Damen Song Cam Shipyard (DSCS) is a joint venture between Damen Shipyards Group and Song Cam Shipyard. As a strategic production yard within the Damen Shipyards Group, DSCS specializes in the design, construction, outfitting, commissioning, and delivery of high-quality tugboats and workboats for customers worldwide. The shipyard combines international shipbuilding expertise with local capabilities to deliver innovative, reliable, and sustainable vessels.
The Health, Safety, Environment & Quality (HSEQ) Department is responsible for monitoring and improving management systems related to occupational health and safety, environmental management, and quality assurance in accordance with ISO 45001 and ISO 14001 requirements. The department plays a key role in promoting a culture of safety and continuous improvement throughout the organization.
The Role
As a Safety Officer, you will support the effective implementation of the Company's Health, Safety and Environmental (HSE) management system by ensuring compliance with legal requirements, company standards, and best practices.
You will conduct workplace inspections, monitor safety performance, support incident investigations, provide safety training, and cooperate with operational departments to continuously improve workplace safety and environmental performance. The role requires close interaction with employees, subcontractors, management teams, and external organizations to promote a proactive safety culture across the shipyard.
Key Responsibilities
As a Safety Officer, your main responsibilities are:
Workplace Safety & Compliance
- Conduct regular safety inspections and occupational health and safety audits across workshops and operational areas.
- Identify unsafe acts and unsafe conditions, issue recommendations, and exercise stop-work authority when serious safety violations are identified.
- Monitor compliance with HSE procedures, legal requirements, and company safety standards.
- Issue and control Permit-to-Work (PTW) activities within assigned areas.
- Monitor and administer the R-Drive and Work Permit systems.
- Support the implementation and communication of HSE policies, procedures, and workplace instructions.
Incident Prevention & Investigation
- Investigate incidents, accidents, near misses, and unsafe conditions.
- Analyze root causes and propose corrective and preventive actions.
- Follow up on HSE findings to ensure timely closure and sustainable improvement.
- Prepare reports and communicate HSE performance to relevant stakeholders.
Emergency Response & Fire Safety
- Participate in emergency response activities, including fire-fighting, evacuation exercises, environmental incidents, flooding, and workplace accidents.
- Inspect, monitor, and maintain fire-fighting equipment and emergency response readiness.
- Support the development and execution of emergency drills and preparedness programs.
Training & Safety Awareness
- Deliver toolbox meetings and safety briefings.
- Conduct HSE induction training and awareness programs for employees and subcontractors.
- Promote safety campaigns and initiatives to strengthen the safety culture within the organization.
- Support the implementation of behavioral safety improvement programs.
Contractor & Audit Management
- Monitor subcontractor HSE performance and report safety issues.
- Support internal and external HSE audits, inspections, and certification activities.
- Coordinate with external authorities, certification bodies, and inspection organizations when required.
- Assist departments in implementing improvement actions arising from inspections and audits.
Continuous Improvement
- Identify risks, improvement opportunities, and best practices related to workplace safety and environmental management.
- Support HSE improvement projects and initiatives.
- Convert legal, regulatory, and management system requirements into practical guidance for operational departments.
- Collaborate with Production and other departments to improve safe working methods and ensure compliance with company procedures.
Skills & Experience
To be successful in this role, you bring:
Education
- College Degree or higher in Occupational Safety, Environmental Management, Engineering, Industrial Management, or another relevant discipline.
Experience
- Minimum 1–3 years of relevant experience in occupational health and safety within a manufacturing, industrial, shipbuilding, construction, or similar environment.
- Experience conducting safety inspections, audits, incident investigations, and safety training activities is preferred.
- Knowledge of ISO 45001, ISO 14001, and relevant Vietnamese HSE regulations is an advantage.
