We are currently seeking qualified Mozambicans for the position of Monitoring and Evaluation (M&E) Advisor – Nutrition to be based in Maputo. 

 

 

Job Summary 

FHI 360 is seeking a Monitoring and Evaluation (M&E) Advisor – Nutrition, for the EpiC project to be implemented in the provinces of Nampula and Zambezia, focusing on improving maternal, neonatal, and child health outcomes, immunization, and nutrition (MNCHIN) by increasing the use of and access to high-quality services. The M&E Advisor – Nutrition, will  represent the EpiC MNCH+N project in key M&E working group meetings and provide up-to-date strategic monitoring, evaluation, and learning (MEL) information and collaborate with the project technical team and implementation partners, ensuring compliance with the monitoring and evaluation requirements established by the Ministry of Health. The position will be based in Maputo, seconded to the Ministry of Health (MISAU) and reports to the EpiC Technical Director. 

 

Accountabilities: 

  •  Support the adaptation of tools for monitoring output indicators.  

  • Support the abstraction of nutrition indicators from MOH standard databases (PRISM) and data entry into PULSE Ensure nutrition data quality, and support continuous quality improvement (CQI) and adaptive program management within the nutrition department 

  • Work with the MOH Nutrition department partners, service providers, local stakeholders, and the family department to provide support and guidance on project M&E activities, ensuring alignment with Department of State (DoS) and MOH reporting requirements. 

  • Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs) using MISAU tools, assist in the preparation of weekly and monthly reports, and carry out joint supportive supervision at sites with the partners 

  • Actively participate in MISAU Strategic Information (SI) and nutrition-related technical working groups, representing the EpiC project, and ensure effective internal dissemination and operationalization of relevant guidance and decisions. 

  • Implement capacity-building strategies for partners, government representatives, and other stakeholders in M&E, data management, analysis, and data use. 

  • Ensure the accuracy, completeness, and timeliness of nutrition data, reports, and databases submitted to MISAU, including those related to maternal, infant, and young child nutrition (MIYCN), wasting management, and community-based nutrition services. 

  • Promote collaborative learning among MISAU partners and institutions. 

  • Ensure standardization, harmonization, and correct application of nutrition indicators across partners, aligned with national guidelines and global standards (e.g., MIYCN, wasting treatment indicators). 

  • Promote the integration of community-level nutrition data (e.g., APEs and community-based services) into national health information systems, ensuring coherence between community and facility reporting. 

  • Conduct advanced analyses, including trend analysis, and outcome monitoring (e.g., treatment outcomes, and service coverage), to inform program and policy decisions. 

  • Contribute to the design and implementation of operational research and learning agendas, including the development of technical reports, policy briefs, presentations, webinars, and peer-reviewed publications. 

  • Lead the development of key MEL outputs, including dashboards, analytical reports, data quality assessments, and policy-relevant briefs. 

 

Required Qualifications: 

  • Master's degree or its equivalent in public health, social sciences, statistics, or a related field 

  • At least 8 years of experience in M&E for donor-funded health projects, preferably with a focus on health systems  

  • Demonstrated technical expertise in nutrition monitoring and evaluation, including maternal, infant, and young child nutrition (MIYCN), wasting management, and community-based nutrition programs. 

  • Solid knowledge of SISMA and health facility reporting tools (MISAU). 

  • Strong experience with national health information systems, including DHIS2/SISMA, data architecture, and interoperability across digital platforms. 

  • Experience working with community health systems (e.g., APEs) and integrating community and facility-level data. 

  • Experience contributing to operational research, technical reports, and knowledge of products, including publications and policy briefs. 

  • Excellent writing, organizational, and communication skills with both technical and non-technical audiences. 

  • Proven experience collaborating with MISAU and knowledge of national and provincial health data systems. 

  • Leadership skills and ability to collaborate with implementing partners and donors. 

  • Familiarity with managing projects funded by the U.S. Government, including policies and regulations. 

  • Proven experience working with the Ministry of Health (MISAU) and knowledge of national and provincial health systems 

  • Ability to work independently and manage a high-volume workflow. 

  • Fluency in Portuguese and knowledge of English an added advantage (written and spoken). 

  • Excellent oral and written communication skills. 

  • Excellent organizational and analytical skills 

  • Ability to work under pressure and flexibility. 

Typical Physical Demands: 

  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time.  

Technology to be Used:  

  • Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, Skype/TEAMS, email), office telephone, cell phone and printer/copier.  

Travel Requirements 

  • 10% - 25%

The expected hiring salary range for this role is indexed to USD 55,000 - 65,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
