Job Description Summary
The Project Procurement Manager (PPM) is responsible for executing the sourcing deliverables for HRSG (Heat Recovery Steam Generator) MSD (Material Ship Direct) as part of the overall Project Sourcing Scope (MSD, HRSG MSD, BOP) for a project under the governance of the Project Sourcing Manager (PSM).The PPM partners closely with the PSM to deliver best-in-class sourcing KPIs for HRSG MSD, holds full accountability for HRSG MSD equipment on-time delivery, and shares responsibility for purchase order (PO) placement timeliness. This is achieved through effective collaboration with sourcing peers (GCL, CLS, Buyer, Expeditor) and cross-functional teams.
Job Description
Essential Responsibilities
ITO Handover Phase
- Lead a smooth handover of HRSG MSD sourcing scope from ITO to OTR.
- In partnership with GCL/CSL:
- Verify HRSG MSD scope of delivery risks and opportunities
- Support the Project Planner in developing the HRSG MSD project schedule at the Commitment Meeting.
- Review and understand the commercial terms of the customer contract; issue project-specific purchasing conditions (PRPC) when no centralized version has been released by the PSM.
OTR Execution Phase
- Support the Project Planner in resolving disconnections within the project schedule baseline.
- Collaborate with CSL/Buyer to ensure timely PO issuance and Schedule Sign-off Completion, without impacting Vendor Document Submission Dates or Project Required Delivery Dates, by:
- Ensuring Purchase Requisitions (PRs) are properly generated by conducting NACA mapping in SAP PowerMax and creating manual PRs whenever needed.
- Driving engagement from the Project team and Engineering functions whenever required.
- Lead the resolution of late POs to mitigate delivery impact, coordinating through PSM/IPM at the project level and beyond vendor-level improvements managed by CSL.
- Drive on-time Concurrent Engineering deliverables in coordination with Expeditors, Engineering, and Vendors; escalate and synergize mitigation actions through PSM, IPM, and senior leadership when project-level leakage is identified.
- Drive on-time goods delivery in collaboration with Expeditors, Engineering, Vendors, and SQE; coordinate mitigation strategies through GCL/CSL and escalate to PSM, IPM, and senior leadership as required.
- Gather inputs from Expeditors, escalate risks to PSM and the Project team within the Tier DM escalation process, develop mitigation plans, and drive issue resolution to closure.
- Participate in the Project HRSG Operating Rhythm meetings (organized by PM/IPM).
- Manage Change Orders by:
- Ensuring cost impacts — negotiated by CSL — are communicated promptly within the Project Team.
- Securing Project acceptance of any associated delivery impacts.
- Support Global Daily Management activities, including weekly delivery exposure clean-up and LD (Liquidated Damages) exposure mitigation.
- Support the Vendor Documentation (VendDoc) Team as an escalation channel.
- Maintain the HRSG PPM Project Tracker.
- Manage OTR-to-ITO feedback (Lessons Learned) to ensure execution leakages related to delivery cycles, and vendor performance are fed back to ITO in a timely manner.
Strategy & Continuous Improvement
- Interface with peer GE Vernova business sourcing teams and actively participate in company-wide strategic sourcing initiatives.
- Partner with suppliers to drive improvements in on-time delivery performance for both physical products and supporting documentation.
- Establish daily management processes to support clear communication of project execution status and emerging risks.
Qualifications
Required
- Bachelor's degree from an accredited college or university
- Minimum of 5 years of commercial experience in Sourcing, Sales, Commercial Operations, and/or Supply Chain
- Advanced proficiency in Microsoft Office Suite
- Fluent in English (written and spoken)
