About the Hiring Group
RTI is recruiting key personnel candidates to work on an anticipated (68 week) 2.3 Million MCA Belize Quality Assurance and Policy Reform Activity. The activity will support the establishment of a National Education Quality Assurance System aligned to relevant provisions in the Education Act. The system is designed to:
- Define clear performance standards for schools, managers, principals, and teachers;
- Establish procedures and tools for assessing institutional and professional performance;
- Strengthen school supervision and school improvement planning processes;
- Integrate quality assurance data into a modernized Management Information System linked to BEMIS (an Open EMIS platform) to increase access to high-quality data for decision making;
- Incorporate policies and regulations on teacher and school leader licensing and appraisal and career pathways aligned with performance standards; and
- Promote a culture of evidence-informed decision-making and continuous improvement.
Through this integrated package of technical assistance, institutional strengthening, system design, and change management, the consultancy will support Belize in establishing a credible, transparent, and sustainable education quality assurance system for primary and secondary education aligned with national policy and international good practice.
This opportunity is contingent upon funding. All Key Personnel roles must reside in Belize during the contract period.
What You'll Do
The Education Data, Monitoring, and Quality Assurance Specialist will work closely with the Team Leader, RTI experts, government officials and partner organizations to support the development of a robust data ecosystem to inform and track the quality of teaching and learning in Belize. This collaborative work includes:
- Conducting QAMIS / EMIS Requirements Analysis
- Conducting System Needs Assessment
- Defining Functional Specifications
- Designing Interoperability Architecture
- Integrating OpenEMIS / BEMIS
- Designing Dashboards
- Strengthening Data Governance
- Defining User Roles & Permissions, Data Collection Protocols, Validation Rules, Verification
- Processes and Performance Indicators
- Conducting Training on Data Systems
- Ensuring Accessible, Useful Reporting & Analytics
- Conducting Independent Data Quality Review
What You'll Need
Minimum Qualifications:
- Master’s degree or higher in any of the following fields: Education Planning, Educational Measurement, Monitoring and Evaluation, Education Statistics, Data Analytics, Education Management Information Systems (EMIS), Public Policy, or a related field.
- Specialized training in any of the following fields will be considered an asset: Education data systems (including Open EMIS), monitoring and evaluation, data governance, educational assessment, or performance measurement.
Minimum Experience:
- At least eight (8) years of progressively responsible experience in any of the following fields: Education data systems, education monitoring and evaluation, EMIS, educational assessment, or education sector performance monitoring.
- Evidence of at least three (3) relevant assignments developing or strengthening education data systems, performance monitoring frameworks, indicator systems, dashboards, data quality assurance protocols, or data governance arrangements.
- Experience in at least three (3) assignments or projects involving the use of EMIS or related education data systems to support monitoring, accountability, school improvement, quality assurance, education planning, or performance management.
- Experience working on donor-funded education projects required; MCC experience preferred.
- Experience in the Caribbean and/or small island developing states preferred.
- Strong written and oral communication skills in English.
