About the business/team

The RBA’s Banking Department (BK) provides a range of banking services to Australian Government departments, agencies, overseas central banks and official institutions. BK provide customers access to high-quality, cost-effective and secure systems to collect, pay and manage government funds. This, in turn, supports the Commonwealth to serve the Australian people.

This role sits in the Change Delivery function of the department, which owns the delivery, governance and frameworks for key customer orientated change.


About the role

You will lead a team of Business Analysts and work closely with senior stakeholders to shape and deliver the strategic direction of the BA Practice, drive capability uplift, and ensure high-quality analysis outcomes across a diverse portfolio of initiatives.

Key Responsibilities

  • Lead and grow a high-performing Business Analysis Practice, managing a team of business and technical BAs working across multiple delivery streams.

  • Define and execute the strategic direction, vision and roadmap for the Business Analysis Practice, ensuring alignment with portfolio and organisational objectives.

  • Drive the uplift of business analysis capability and adoption of best practices, including the exploration and use of AI to uplift practices.

  • Foster an open, inclusive and collaborative culture that promotes engagement, innovation, continuous learning and professional growth.

  • Partner closely with project managers and business stakeholders to ensure effective allocation and utilisation of Business Analysis resources.

  • Collaborate with the enterprise BA community to embed consistent standards across an organisation.

  • Collaborate closely with customers, industry groups and business stakeholders for requirements elicitation and management.

  • Balance competing priorities and proactively manage resource planning across multiple initiatives, ensuring the right capability is deployed to the right work.

  • Establish and monitor practice standards, methodologies, frameworks, tools, templates and quality measures to drive consistent, high-quality outcomes.

  • Champion continuous improvement initiatives, leveraging lessons learned, metrics and feedback to enhance team performance and delivery effectiveness.

  • Provide leadership and guidance to Business Analysts working within both Agile and Waterfall delivery environments.

  • Build and maintain strong relationships with stakeholders at all levels, influencing decision-making and driving alignment across teams.

About you

We are seeking an experienced BA Practice Manager who is a passionate and inclusive leader with:

  • Proven experience leading and managing a Business Analysis practice or chapter, building high-performing teams and fostering a culture of growth, engagement, and delivery excellence.

  • Strong track record of developing and uplifting BA capability through coaching, mentoring, performance management, and structured development programs.

  • Demonstrated success in setting and executing strategic direction, operating models, frameworks, and best practices that align with organisational objectives.

  • Deep expertise in business analysis disciplines, methodologies, techniques, tools, and contemporary industry practices, with the ability to embed consistent standards across an organisation.

  • Extensive experience working across both Agile and Waterfall delivery environments, including strong collaboration with Product Owners, Scrum Masters, and cross-functional teams.

  • Proven ability to influence outcomes, negotiate priorities, and manage stakeholder expectations across complex internal and external environments.

  • Exceptional communication, facilitation, presentation, and stakeholder engagement skills, with experience partnering effectively with customers, business users, and industry groups to manage requirements and deliver business value.

  • Experience in resource allocation, workforce planning, and capacity management across multiple concurrent initiatives.

  • Strong knowledge of requirements management, process modelling, backlog management, and the use of AI and automation tools to enhance BA practices.

  • A demonstrated commitment to continuous improvement, innovation, operational excellence, and driving positive organisational outcomes.

Qualifications

  • Relevant tertiary qualifications or equivalent experience.

  • Relevant certifications (e.g.IIBA, CBAP, PMP, Agile) highly desirable.
