Note: The starting negotiable annual salary offer will be between $184,099.00 - $223,546.47 to commensurate with education and experience.

Current Assignment 

The San Francisco Bay Area Rapid Transit District (BART) is seeking a dynamic, forward-thinking, and collaborative leader to serve as Superintendent of Systems Maintenance Train Control Maintenance Division. Working with the Core Capacity/Communications Based Train Control (CBTC) Program Team. This critical leadership position offers an exciting opportunity to provide executive oversight for complex maintenance, infrastructure delivery, systems integration, and asset lifecycle management activities in a highly complex, safety-sensitive rail transit environment.

Current operational priorities for this assignment include leading multidisciplinary teams engaged in the maintenance, delivery, integration, testing, commissioning, and lifecycle support of critical train control, signaling, SCADA, communications, and related infrastructure systems. This role requires extensive experience managing large-scale capital programs and operational maintenance organizations.

The incumbent will demonstrate exceptional leadership skills, sound technical judgment, strong labor-management relationship experience, the ability to lead diverse teams through operational challenges, system upgrades, and organizational change initiatives. In addition, they should possess experience and expertise in:

  • Asset lifecycle management, including maintenance strategy development
  • Working with large-scale infrastructure delivery and construction management teams
  • Working with Systems engineering and systems integration teams
  • Testing and commissioning of safety-critical systems
  • Reliability-centered maintenance and risk-based asset management
  • Program and project administration
  • Budget development and resource planning
  • Union labor management and workforce development
  • Organizational change management initiatives
  • Stakeholder engagement and cross-department collaboration
  • Developing preventive maintenance (PM) frequencies with Engineering partners and Asset Management
  • Developing training programs for new assets with in partnership with the Training Department

The most qualified candidate for this position will have highly developed competencies in the following area, which will be reinforced with related work experience and will be clearly articulated during the selection process:

  • Computerized Maintenance Management Systems (CMMS)
  • Key Performance Indicator (KPI) development and performance measurement systems
  • Planning and scheduling methodologies
  • Materials and resource management

Work outside normally scheduled hours will be expected and include accessing operational environments to provide executive oversight of maintenance activities, construction operations, inspections, investigations, testing and commissioning activities, incident response, and restoration of critical systems and infrastructure.

  1. Assumes management responsibility for the installation, maintenance, repair and modification of the District’s electronic train control, central control, central display, communications, telecommunications, automatic fare collection and computer systems; ensures compliance with District standards and specifications.

  2. Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures.

  3. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.

  4. Plans, directs, coordinates and reviews the work plan for maintenance and repair staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

  5. Responsible for development, implementation and evaluation of preventive maintenance programs, inspection, repair, installation and modification programs.

  6. Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

  7. Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.

  8. Serves as the liaison for the Systems Maintenance Division with other divisions, departments and outside agencies; negotiates and resolves sensitive and controversial issues.

  9. Serves as staff on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.

  10. Provides responsible staff assistance to the Chief Engineer.

  11. Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to complex maintenance problems, programs, policies and procedures as appropriate.

  12. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of train control, communications and computer maintenance and equipment.

  13. Responds to and resolves difficult and sensitive citizen inquiries and complaints.
Education:
A Bachelor’s degree in electronics or computer technology or a closely related field from an accredited college or university. 

Experience:
Five (5) years of (full-time equivalent) verifiable train control, communications or computer systems maintenance program experience which must have included at least two (2) years of administrative and supervisory experience.
 
Other Requirements:
Must possess a valid California driver’s license and have a satisfactory driving record.

Substitution:
Additional experience as outlined above may be substituted for the education on a year-for-year basis.  A college degree is preferred.
