Description

Manage Gas Contract transactions

• Utilizes the Gas Management System (GMS) or any company provided IT infrastructure to manage gas contracts

• Records and configures key information related to Shippers, network points (entry, exit) and tariff points

• Records and configures capacity bookings into the GMS and associate them with requisite network points, tariffs and any related charges and/or penalties in line with the WAGP Access Code or Network Code

• Works closely with IT and other groups on related modifications and/or improvements to GMS or SCADA

• Interpret and apply commercial agreements to operational activities by demonstrating how tariff and charges apply

Nominations and Scheduling
• Receives, confirms, revises customers (Shippers) nominations and develops the requirement/transportation schedules that balance gas receipts and deliveries

• Serves as the primary day-to-day business interface for matters relating to gas nomination and scheduling

• Reviews nominations for missing or conflicting information and ensures that nomination data is accurate

• Verifies nominations against available capacity and priority (firm, interruptible), perform hydraulic validation (maintenance; operational constraints, imbalances; receipts vs deliveries) and issues nominations confirmation notice to Shippers and Control Center

• Maintains database of operating parameters (Gravity, BTU, plate sizes, etc.) and adjusts parameters to reflect changes in business rules, pipeline operations or equipment

• Manages daily changes to the monthly schedule. Determines if requested schedule changes are operationally feasible and/or constitutes a need for a re-nomination

• Utilizes volumetric database to manage the distribution of statements and invoices

• Supports planning of forecast system gas demand and utilization to be used in revenue generation

• Proactively investigates and resolves volume and revenue problems prior to accounting close

Allocation and Imbalances
• Compiles, validates transported volumes and coordinates with Control Center to issue daily reports to Shippers

• Performs daily gas delivery and fuel gas allocation

• Prepares Shipper gas transport statement and monthly imbalance reports

• Works with Control Center to ensure that every receipt, transported and delivery have corresponding matches and that the receipts and delivery volumes, including movements in and out are balanced and accounted for

• Resolves discrepancies between the volumes indicated on customer nominations and volumes transported from receipt and delivery points

• Manages day-to-day commercial gas movement/transactions in accordance with the gas transportation contracts

• Carries out operating performance analysis of business plan volumes and actual delivery volumes for shortfalls on a monthly basis and makes recommendations

• Maintains pipeline volume loss/gain control data/identify trends that require attention. Works with the Operations team to resolve related measurement issues

Report and Administrative duties
• Carries out pipeline balancing on monthly basis, issue Shipper Imbalance Report to each Shipper and engages Shippers to resolve any discrepancies

• Coordinates and issues annual maintenance plan to Shippers in accordance with annual maintenance notification obligations of the WAGP Access Code or Network Code

• Represents WAPCo in stakeholders’ engagement with respect to maintenance planning

• Coordinates internal activities and participates in value chain coordination meetings (Business Process Proceedings, Shipper engagements, etc.) as planned among the parties

• Prepares standard templates for notification for off-specifications gas, waiver and/or refusal to receive off-specifications gas, maintenance (planned and unplanned), capacity curtailment, etc. to shippers, WAGPA and relevant stakeholders

• Monitors annual maintenance performance

Working Experience and Academic/Educational Background
Bachelor’s Degree preferably in Engineering, Business Administration or Economics or related field. Minimum of Seven (7) years of relevant working experience in related field or Control Center operations. Strong understanding of pipeline commercial operations, including capacity management, nominations, allocations, and reconciliation processes.
